Under the general direction of the Associate Director, Employee Services, the Deputy Associate Director, Talent Acquisition, Classification and Veterans Programs (DAD TACVP) manages the design, development, and promotion of merit-based employment tools, policies, and programs that Federal agencies use to recruit, examine, and hire high quality employees from diverse backgrounds.
Duties
As the Deputy Associate Director Talent Acquisition Classification and Veterans Programs (DAD TACVP), you will be part of Employee Services. If selected, you will be responsible for:
Overseeing Governmentwide policies that cover merit-based recruitment, qualifications, examining, and selection;
Directing the development of regulations and programs to carry out the intent of the Congress and the Administration as expressed through laws and directives, to adjust to court decisions, and otherwise to meet the needs of Federal agencies;
Promoting awareness among agencies of best practices that can serve as benchmarks and advises agencies of new flexibilities that result from new legislation, court cases, and precedent-setting adjudication;
Managing the design and development of innovative programs to assist agencies as they restructure or reduce their workforce to meet strategic mission requirements;
Developing legislative proposals, testimony, and regulations related to Government policy guidance; and
Overseeing the development and maintenance of position classification and job grading standards and guides for occupations and job families under the General Schedule and Federal Wage System.
Qualifications
The Executive Core Qualifications are required for entry to the Senior Executive Service; to meet the minimum qualification requirements for this position, you must show in your resume that you possess the five Executive Core Qualifications (ECQs) and two Technical Qualifications (TQs), listed below.
Executive Core Qualifications (ECQs):

ECQ 4 - BUSINESS ACUMEN: The ability to manage human, financial, and information resources strategically.
ECQ 5 - BUILDING COALITIONS: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
Technical Qualifications (TQs):
Knowledge of federal human resources management laws, regulations, policies, and programs to enable mission delivery for large, complex, multi-layered organizations.
Demonstrated senior-level experience working collaboratively with internal and external stakeholders to develop a strategic vision and set of priorities for a human resources organization and then successfully leading and driving their implementation in a complex and demanding environment. Indicate experience in establishing goals, performance, and accountability measures to ensure timelines are met, work is performed efficiently, and solutions meet goals and customer needs.
