Senior BSA/AML Policy Analysts work with limited oversight to enhance anti-money laundering (AML) and countering of terrorist financing (CFT) international and domestic policy and supervision for the U.S. and global financial system.

Duties

Support Federal Reserve System efforts in consolidated supervision and financial regulation and will also perform indepth analysis involving complex and sensitive Bank Secrecy Act/Anti-Money Laundering (BSA/AML) and Office of Foreign Assets Control (OFAC) issues. Serve as the project co-leader for Section, Division, Board, or system initiatives. May also serve as Board liaison or representative in consulting/collaborating with Reserve Banks, domestic agencies, international authorities, and/or standard-setting bodies. Prepare and deliver communications including presentations and recommendations to Board of Governors, others in the Section/Division and/or to external stakeholders. Act as a recognized subject matter expert within the Division and across the Federal Reserve System. Collaborate with diverse stakeholder groups and develop and convey solutions to complex policy and implementation issues. Some travel may be required. Responsibilities Senior BSA/AML Policy Analysts performs the following responsibilities with limited oversight: 1. Conduct projects with the Treasury Department and the other Federal Banking Agencies regarding the development of interagency guidance and rulemakings. 2. Develop international, interagency, and internal policies and guidance to promote effective and efficient BSA/AML and OFAC compliance. 3. Develop and implement, on an interagency basis, BSA/AML and OFAC examination policies and procedures, including various training and education initiatives. 4. Conduct projects related to the national coordination and oversight of supervisory initiatives involving BSA/AML and OFAC programs of supervised banking organizations. 5. Based on technical BSA regulations, design and implement supervisory strategies, including enforcement actions, to address significant BSA/AML/OFAC deficiencies in collaboration with Federal Reserve attorneys and analysts. 6. Provide written or oral briefings to keep Board Governors, senior management, and Federal Reserve System groups informed on developing trends and issues pertaining to money laundering and terrorist financing. 7. Provide subject-matter expertise and support to senior management and principals, including Board Governors, for interagency BSA/AML working groups. 8. Respond to Congressional inquiries and requests from governmental sources, such as Government Accountability Office and Office of the Inspector General, relating to BSA/AML and OFAC compliance. 9. Engage with and provide outreach to private sector, domestic and international bodies on initiatives for innovation with BSA/AML and OFAC compliance. 10. Provide guidance and mentorship to new or junior staff.

Requirements

Qualifications

Experience as an attorney, financial institution examiner, or supervisory analyst is preferred. Must possess significant experience in developing and implementing rulemakings, policies, and guidance and/or examining for compliance with the BSA/AML and OFAC sanctions regulations as well as substantive knowledge of and experience with laws and regulations relating to the BSA and OFAC compliance. Must be able to successfully collaborate with diverse stakeholder groups as well as demonstrate strong written and oral communication skills for briefing principals and developing and conveying solutions to complex BSA/AML and OFAC policy and implementation issues.

Education

A bachelor's degree in finance, accounting, business administration, public policy, economics, or another related field and a minimum of 5 years of related experience, or a master's degree in a related field and 4 years of related experience.
