The Office of Investigations (OI) investigates allegations of crime, cyber-crime, fraud, abuse, and misconduct having an impact on NASA programs, personnel, and resources. OI refers its findings either to the Department of Justice for prosecution or to NASA management for action. Through its investigations, OI identifies crime indicators and recommends measures for NASA management to reduce NASA's vulnerability to criminal activity.

Duties

As a Program Specialist at the GS-0301-14 grade level, some of your typical work assignments may include, but are not limited to the following: Leads the preparation of the OIG (Office of the Inspector General) Semiannual Report, Annual Results Report, and Congressional requests. Works with OI (Office of Investigations) leadership to develop and maintain strategic workforce development plans and identifies training needs for staff. Serves as OI Hotline Coordinator taking calls and deciding the appropriate action from individuals who contact the Office of Inspector General Hotline. Monitors the hotline mailbox, cyber hotline and telephone line for complaints related to NASA programs and operations. Conducts National Crime Information Center (NCIC), National Law Enforcement Telecommunications System (NLETS), NASA Online Reporting System (NORS) and other law enforcement database systems for criminal history data in support of investigative activities and operations. Serves as the designated purchase cardholder, with the responsibility of purchasing supplies, services and investigative equipment. Serves as logistics lead for senior management meetings, in-service trainings, and conferences.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the experience required for the grade level(s) to which you apply. To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level. Managing and coordinating an investigative operations access to basic and advanced external training courses, and routinely assessing training requirements against budgetary parameters. Experience taking calls and decides appropriate action from inquires received through a hotline mailbox, cyber hotline or telephone line that can significantly impact NASA programs and operations. Providing regular investigative support to staff located at all the NASA centers including preparing approvals for subpoenas and writing affidavits to support arrest and search warrants. Supporting investigative operations by using law enforcement databases to interpret criminal history and its relevance for a case. Maintaining NASA Online Reporting System (NORS) system of records by uploading complaints, referrals and responses to ensure that complaints are properly tracked from opening to closure.
