This position is located within Geriatrics and Extended Care and has program responsibility for Community Care Programs for the VA Caribbean Healthcare System. This position as responsible for the identification, coordination, management, monitoring, planning and evaluation for the Community Care Programs.
Duties
The Program Specialist is responsible for coordinating and evaluating Community Care Programs. Job duties include but are not limited to:
Reviews, monitors, and implements corrective actions for patient's complaints and reviews patient satisfaction surveys.
Coordinates audits and performs inspections and reviews related to the purchase service companies.
Designs studies, training programs and organizational strategies to improve customer service.
Supports in the planning, organizations development, and providing staff support to ensure effective evaluation.
Responsible for monitoring functions of community programs.
Provides and maintains an effective, adaptable, and useful community partnership to address the broad spectrum of healthcare needs.
Actively participates in developing and implementing related administrative requirement policies.
Compiles, coordinates, directs, and implements the collection of data and information required for systematic internal and external management reports.
Responsible for obtaining timely actions, responses, or decisions on requests within the medical center and ensures they are consistent with medical center policy.
Overseeing the quality assurance oversight and monitoring functions of community programs, Home Health Aide, Home Skilled Service and Hospice Service.
Work Schedule: Monday-Friday, 7:30am-4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/16/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify for the GS-09 grade level based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Overseeing community clinical programs while ensuring patient satisfaction. Experience in collecting clinical data and analyze and process results in a statistical manner. Monitoring clinical programs and ensuring quality assurance. Skilled in interviewing an educating patients/family to verify needs, instruct about services and determine satisfaction with services. Education: Applicants may substitute education for the required experience. A master's or equivalent graduate degree in an accredited or pre-accredited college or university; or 2 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.B. or J.D degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience..

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Walking throughout the medical service and its dependencies is required for meetings and to evaluated patient care areas.
