The Program Specialist serves as the VA Regional Office (VARO) Training Manager. The incumbent plays a key role in the development and maintenance of a training infrastructure for the RO by enhancing effectiveness and consistency of training initiatives, enhancing the network of training communication, reducing duplication and enhancing economy of scale, and serving as the point of contact for nationwide training initiatives. The position is located in the Office of the Director.

Duties

Conducts training needs assessments for positions with relatively difficult to understand work processes or with specialist skill, e.g., technical, professional, managerial, and administrative and/or employee development function(s) of moderate size, e.g., supervisory, and managerial development, upward mobility, or equivalent program. Conducts studies to determine immediate and long-range training activity needs. Advises management on enhancing employee potential through training, and/or assists in resolving competency and skill imbalance problems, and/or helps to plan organizational or procedural changes by advising on skills sources, availability, and utilization. Advises employees, supervisors, and managers on basic program policies, regulatory requirements, and procedures, e.g., answering inquiries about training opportunities, availability, and eligibility. Implements, maintains, and updates centrally developed training programs. Consolidates training requirements throughout the RO, analyzes data and costs and determines the RO requirements. Prepares, reviews, and monitors training budgets for the entire RO. Prepares reports of all training accomplished and planned for RO. Provides information concerning available training and assists in planning for the training to occur. Arranges training for a large and technical complex organization whose mission is highly dynamic, rapidly changing, and/or who's training needs are especially urgent or critical. Acquires, provides, and updates all Regional Office training information using the Talent Management System (TMS). Prepares training plans for RO employee development program.

Qualifications

Specialized Experience: To qualify for this position, applicants must meet all requirements by the closing date of this announcement. 08/09/2023 The Office of Personnel Management's group coverage qualification standards, associated Individual Occupational Requirements (IOR), and individual qualification standards covering white collar occupations in the Federal competitive service can be found here. SPECIALIZED EXPERIENCE: To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Specialized experience is defined as: (1) Provides training, development, and maintaining training infrastructure for the Regional Office (RO); (2) Conducts a complete program of analysis directed at cost reduction, fund utilization, and staff utilization; (3) Makes recommendations to the Director's Office as needed. NOTE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no educational substitution for the GS-12 level.
