The primary purpose of the position of, Management and Program Analyst GS-0343-12, to perform analysis, staff advisory, and consultant assistance to accomplish programs and projects in all phases of the Power Systems, Landing Gear and Commodities Divisions.
Duties
Study the structure and/or functions of organizations with extremely interrelated work processes and functions and accurately advises or proposes solutions to improve processes and maximize mission accomplishment and resources utilization.
Initiate reports to higher authority reflecting status, potential problem areas and recommendations associated with assigned programs, plans and projects.
Participate as chairperson, representative, or executive secretary in the conduct of program coordination meetings.
Develop and review logistics planning and programming documentation.
Perform a wide range of administrative, analytical, and technical staff support duties attendant to day-to-day operation of the divisions.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: Applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations; knowledge of pertinent regulations, policies, and precedents which affect the use of program and related support resources in the area studies, skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge and skill in applying analytical and evaluative techniques to the identification, consideration, and resolution issues or problems concerning efficiency and effectiveness of program operations to devise organizational structuring options for complex, diverse organizations.
Knowledge of management techniques, policies, programs, operations, and organizational concepts of ALC directorates and associated support, as well as the attendant management information systems concepts.
Knowledge of business management philosophy to develop methods for the analysis and display of program management, plan, and schedule information.
Skill in conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures.
Skill in applying personnel and manpower procedures and practices, as well as organizational workload requirements and procedures.
PHYSICAL DEMANDS: Work is generally performed in an office setting. A moderate amount of walking and standing is required when attending meetings and conferences, and in visiting other offices and buildings.
WORK ENVIRONMENT: Most work is performed in a properly heated and ventilated, air conditioned, and well-lighted office setting???????.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
