DCSA's Office of Communications and Congressional Affairs (OCCA) is looking for a Congressional Affairs Specialist at the 13 level to serves as a point of contact/liaison with Congress and the Under Secretary of Defense for Intelligence & Security Congressional Activities (USD) (I&S)) on legislative matters of interest to DCSA. Duties
As a PROGRAM SPECIALIST (CONGRESSIONAL AFFAIRS SPECIALIST) you will be responsible for the following duties:
- Serves as a congressional outreach liaison and focal point for legislative matters for DCSA, as well as other issues of congressional interest, inquiry, or investigation.
- Key features of this position are the incumbent's ability to conduct effective advocacy on behalf of DCSA. Effective advocacy relies on several key elements (strong policy analysis, issue knowledge, the ability to plan and create advocacy events, and strong working knowledge of Capitol Hill) functioning in harmony. The congressional outreach liaison must have the ability to advance DCSA's issues and priorities.
- Works with OUSD (I&S) Congressional Activities and the OUSD Legislative Affairs (LA) to ensure products are coordinated as appropriate.
- Builds and maintains strong relationships with Members of Congress, congressional staff and other policy professionals in support of a comprehensive legislative agenda.
- Provides advice to senior leadership on a variety of substantive, procedural, policy and/or pending legislative issues or concerns.
- Prepares presentations, memos, correspondence, legislative summaries, talking points and other briefing material to prepare the Director, DCSA and other senior leaders related directly or indirectly to Congressional matters.
- Prepares and edits congressional testimony, point papers, issue papers, congressionally directed actions and position papers for use by the Director, DCSA, other senior agency management officials and OSD

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-12 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Planning, developing, integrating, and evaluating new techniques and approaches to the most difficult, highly sensitive, visible, and complex problems of the overall legislative outreach program. Responding orally to criticism of program functions or programs performance; and explaining programs, function, activities, thereby persuading, and gaining acceptance of crucial message points by targeted publics. Establishing, maintaining, and managing a productive working relationship with individuals and groups interested in or affected by the legislative outreach program, and thereby creating meaningful legislative interchanges.
