This position functions as a pharmacy supervisor that coordinates procurement and storage of all medication, supplies, and IV fluids for the Pharmacy Clinical Services with direct responsibility for credit card purchases, prime vendor, and direct purchase programs. The incumbent is responsible for daily accountability of records and program requirements and assists pharmacy management to plan, organize, and direct the workflow of the stock management area of pharmacy.

Duties

The incumbent serves as the Inventory Management Specialist responsible for oversight of medication storage areas and accountability of medications; manage people; maintain effective interdepartmental relations; and cooperate with other service lines to accomplish the medical center's mission and goals. The pharmacist works closely with and provides cross-coverage for the Pharmacy Informaticist, Formulary Program Manager, and Pharmacoeconomist. The pharmacist will develop performance standards, assure the program is compliant with all regulatory and accrediting body requirements, and develop and maintain systems to monitor performance of the program and staff. Major duties and responsibilities include: Administrative and Supervisory Provide first-line coordination and oversight for pharmacist and technician work activities, including staff leave and scheduling, staff work assignments, staff discipline, and regulatory compliance and department and hospital policies regarding medication control and security. Assist in the recommendation, drafting, and implementation of departmental policies and procedures and system-related changes that may enhance departmental productivity or performance. Ensure departmental and medication security, including controlled substances as required by the Department of Veterans Affairs and the Drug Enforcement Agency. Provide first-line personnel management. Provide workflow coordination and supervisory oversight within a framework that is conducive to good performance and high morale. Promote a zero-tolerance environment regarding sexual harassment and hostile work environment issues. Interview and recommend candidates for employment. Control Point and Budget Management Responsible for obligating appropriate funds for pharmacy service budget. Act as a purchase card and control point approving official for PCS and oversees purchases of pharmacy procurement technicians. Comply with pharmaceutical contracts and all Federal, VHA, and local acquisition polices and regulations. Make decisions concerning cost containment related to pharmacy transactions. Support national, VISN 20, and facility cost-containment initiatives. Assist Program Analyst, Pharmacoeconomist, Service Chief, and Associate Chief with budget planning. Inventory Management Serve as the pharmaceutical inventory management and procurement specialist for all pharmaceuticals and supplies for the PCS and the VA Puget Sound Health Care System. Assure proper storage of all pharmaceuticals and supplies in collaboration with pharmacy operations supervisors and healthcare staff. Responsible for the biennial DEA inventory and the annual wall-to-wall inventory preparation, completion, and reporting. Take appropriate actions on all drug and product recalls according to VHA directives and policies. Proactively identify drug shortages and formulate mitigation strategies to stay ahead of medication shortages and communicate drug shortages with staff. Coordinate medication recall response and process. Oversee compliance with the Drug Supply Chain Security Act. Utilize technology to streamline inventory and improve medication accountability throughout the health system. Ensure appropriateness of medications stored outside the pharmacy comply with VHA Directives, DEA, and the Joint Commission accreditation standards. Education Help orient new employees in overall procedures and activities of the pharmacy. Assist training pharmacy residents and students regarding procurement and inventory management. Where possible, design and participate in research studies involving drug therapy outcomes, pharmacoeconomics, and pharmaceutical care. General Actively participate in and provide leadership to councils, boards, committees, and workgroups at the facility, VISN, and national level. Verify funds availability prior to making purchases. Research price differences between charge amounts and purchase order amounts. Differences within local policy tolerance must be noted in the comments section or the order amended to reflect correct pricing. Maintain appropriate receipt records and supporting documentation. Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement. BASIC REQUIREMENTS: Citizenship. Citizen of the United States. (Noncitizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g, this part.) Education. (1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy. (2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16. GRADE DETERMINATIONS: GS-13 Experience. In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level. Pharmacy Supervisor. Responsible for the professional and administrative management of an assigned area in pharmacy service, to include budgetary execution. Such individuals have responsibilities for supervising multiple pharmacists and technicians. Manages people, maintains effective interdepartmental relations, and cooperates with other services to accomplish the medical facility's mission and goals. Develops performance standards, assures that the program area is compliant with all regulatory and accrediting body requirements, designs and implements orientation and training programs for staff, and develops and maintains systems to monitor the performance of staff activities. Develops policies and procedures relative to their assigned area. Pharmacists assigned to this position must demonstrate the following KSAs: a. Ability to effectively supervise subordinate staff. b. Ability to communicate orally and in writing to persuade and influence clinical and management decisions. c. Expert understanding of regulatory and quality standards pertaining to pharmacy. d. Skill in managing people or programs. Preferred Experience: Inventory Management Drug Shortage Management Supervisory Experience References: VA Handbook 5005/55, Part II, Appendix G15, June 7, 2012. The full performance level of this vacancy is GS-13. Physical Requirements: The work requires heavy lifting (over 45 pounds); moderate carrying (15-44 pounds); reaching above the shoulder; use of fingers; both hands required; walking (up to 8 hours); standing (up to 6 hours); repeated bending (up to 2 hours); near vision correctable at 13" to 16" to Jaeger 1 to 4; far vision correctable in one eye to 20/20 and to 20/40 in the other; depth perception; the ability to distinguish basic colors; the ability to distinguish shades of colors; hearing (aid permitted); and mental and emotional stability. There may be constant noise, exposure to dust, fatigue from extensive keyboard and mouse use, must be able to work alone and closely with others, and there may be protracted or irregular hours of work.
