The primary purpose of this position is to implement a Performance Improvement program at the Health Care System level. The position is responsible for delivering Performance Improvement techniques to a broad array of program and services throughout the Medical Center, including Lean, Six Sigma, Coaching, Project Management, and Training.

Duties

This position description describes a job located in either; (1), the office of the facility Director, (2), the office of an executive team member who is a direct report to the facility Director, or (3), a specialty staff office supervisor who is a direct report to the facility Director (e.g. Chief of Quality Management). The duties and responsibilities assigned to this position are prohibited from being performed below the executive team organizational level within a service line because of the facility wide impact the duties and responsibilities performed have on the functioning of the health care delivery system as a whole. Major duties include but are not limited to: Participates in and facilitates transformative quality, safety, effectiveness, and efficiency improvement efforts. Acts as the project lead for healthcare and operational improvement projects impacting patient care delivery systems and functions throughout the medical center. Facilitates, coaches, and trains audiences at all levels of the organizations throughout the lifecycle of a performance improvement project. Organizes, directs, controls and coordinates group activities in a timely and effective manner. Pulls, isolates and manipulates data to identify root causes of a performance issue. Develops statistical models to measure successful of performance improvement actions. Converts data into numerous formats using advanced statistical models including statistical process control charts, histograms, paretto charts, and many more. Leads a team of subject matter experts, front line staff and leadership through a rigorous and defined project management process utilizing multiple tools from Lean Six Sigma, Lean VATAMCCS and other performance improvement disciplines to further define the current state of the process. Creates designs of experiment that align to project goals and team developed solutions. The designs of experiment are hypotheses which are monitored through data for effectiveness or failure. Designs of experiment are often iterative and will involve multiple solutions in random or sequential order. Develops statistical, graphical, and narrative reports, and communicates these studies to medical center executive leadership, service chiefs, supervisors and other staff. Aligns appropriate performance improvement teams and resources, project scopes, and value streams, strategic and operational plans. Work Schedule: Monday - Friday 8:00 am - 4:30pm Position Description Title/PD#: Health System Specialist (SR&I Coordinator)/ 662-S0012-A Physical Requirements: The work requires some physical exertion, such as periods of standing when teaching; some walking, bending, crouching, stooping, stretching, or similar activities when visiting work sites; and some moderate lifting and carrying. At other times the work is sedentary, requiring the use of a computer. Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/09/2023. Individual Occupational Requirement (IOR): The 0671 series requires specific education or experience to be met in order to be appointed into a position of this series. You must meet one of the pre-determined Education or Experience Individual Occupational Requirements listed below as set by Office of Personnel Management (OPM). Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. or Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. In addition to meeting the IOR, you must meet the experience as described below: Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. GS-09 Grade Level Requirements: Education: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related OR, Specialized Experience: One year of specialized experience (equivalent to the GS-07 grade level in the federal service) Experience that equipped the applicant with particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Knowledge of the theory and principles of management and organization, including administrative practices and procedures common to organizations. ; Knowledge and skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature; Knowledge and skill in using qualitative and quantitative analytical techniques such as: literature search; work measurement; task analysis and job structuring; productivity charting; determining staff to workload ratios; organization design; space planning; development and administration of questionnaires; flowcharting of work processes; graphing; and calculation of means, modes, standard deviations, or similar statistical measures. GS-11 Grade Level Requirements: Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR, Specialized Experience: One year of specialized experience that equipped me with particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions.; knowledge of substantive administrative support functions to enhance the line operations of the health care delivery system and evaluate the effectiveness of systems operations. The position requires and applies knowledge and skills in improving line function work operations through the application and oversight of analytical tools in order to provide consultative services to the service lines within the medical facility. GS-12 Grade Level Requirements: Specialized Experience: One year of specialized experience (equivalent to the GS-11 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Thorough knowledge of the mission, organization, and program requirements of healthcare delivery systems, the VA system in general and the local facility in particular to define a project scope and goals through a collaborative process and provide consultation to executive, service line, and program leadership. ; Knowledge of hospital operations, policies and procedures as well as VA regulations, policies, and program guidelines to identify projects the improving quality outcomes and maximize return on investment of utilized resources ; Knowledge of clinical practice guidelines and guidelines designed by healthcare improvement organization to collect, analyze, and present data for performance improvement studies and projects. ; Skill as an excellent communicator which includes the ability to listen well, write with clarity, and speak effectively to small and large groups. The position requires administrative expertise, mature judgment, working knowledge of medical center operations and the myriad of oversight bodies that have a role in regulating the VA. There is no educational substitution for the GS-12 Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primary sedentary, although some slight physical effort may be required. Work is typically performed in an adequately lighted and climate controlled office.
