These positions are located within the Logistics Service at the John L. McClellan Memorial Veterans' Hospital in Little Rock, AR. The Purchasing Agent performs work to acquire supplies, services, and construction by purchase, rental, or lease through delivery orders and small purchase procedures, and maintains responsibility for work leading to the purchase of a wide variety of complex and highly specialized services, supplies, equipment, and systems.
Duties

Duties may include, but are not limited to the following:
Conducts purchasing for a VA Medical Center, and supported catchment area, under the micro purchase threshold.
Purchases various equipment, supplies, and services through the use of the government purchase card for micro purchases.
Reviews and edits purchase requests to ensure the item or service is adequately described based on the requester's need.
Ensures all information has been provided and the request is consistent with legal requirements.
Obtains necessary product information, price information and procedures for written or verbal purchase orders.
Utilizes different ordering, reporting procedures, and purchasing methods depending on the type quantity, dollar value, and urgency of the requirement.
Provides administration and oversight on orders and services.
Tracks obligations/commitments and monitors expenditures to support recurring budget forecasts and identify potential fraud, waste and abuse based on procurement history and purchase trends.
Procures supplies and services to meet the purchase, rental, or lease needs of the organization.
Conducts open market research for purchases of routine equipment, supplies, and services.
Utilizes various web-based applications to identify required sources of supply.
Serves as the first line of contact for medical staff and customers in regard to procured items.
Provides clerical support and coordination to approving officials and administrators.
Performs other related duties as assigned.
Work Schedule: Monday- Friday, 7:30am-4:00pm

Qualifications
To qualify for this position at the GS-6 level, you must meet the following:
SPECIALIZED EXPERIENCE: Have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-5) in the Federal service that equipped me with the particular knowledge, skills, and abilities to perform successfully the duties of the Purchasing Agent position, and that is typically in or related to the work of this position. Specialized experience includes: purchasing supplies, equipment and services; reviewing purchase requests and obtaining product information; determining procurement needs and priorities; and utilizing a variety of automated systems to enter data and develop reports. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates.
