The primary purpose of this position: To serve as a security specialist, providing personnel, operations, automated information systems, industrial, information, physical, and communications security program oversight and direction. The organizational location of this position is: HQ PACAF, Directorate of Requirement, Advanced Programs Division. Hickam AFB, Hawaii.

Duties

DUTY 1: Implements and administers a Security Program for Special Access Programs (SAP) within a designated PACAF region and as designated by the Secretary of the Defense. DUTY 2: Administers the Physical Security Program. DUTY 3: Administers the Personnel Security Program DUTY 4: Automated Information System Security Program. DUTY 5: Administers the Special Access Industrial Security Program. DUTY 6: Provides policy oversight and direction to assigned PACAF region in implementing security education and motivation programs.

  • The employee may be required to travel TDY, sometimes on short notice, traveling in military and/or commercial aircraft or by any other designated means.
  • This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
  • Position is designated special-sensitive, incumbent must be able to obtain and retain a Top Secret (TS) security clearance with access to Sensitive Compartmented Information (SCI).
  • Knowledge of computer systems and programs such as Outlook, Access, Word, PowerPoint, and Excel.
  • The employee is required to take a random counter-intelligence polygraph and submit to additional background checks as a condition of employment and/or continued access to the SAP
  • The employee may be required to work other than normal duty hours and tours of duty such as overtime, weekends, callback, uncommon tour of duty, holidays, etc. May be required to carry a phone or beeper.
  • The employee will be required to have, or obtain, and maintain a valid driver's license.
  • This is a key position. Incumbent must be removed from their military recall status if alternatives for filling the position during an emergency are not available.
  • This position will require a minimum of 3 years SA desired, MAJCOM experience preferred.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience which includes I have at least one year of specialized experience equivalent to the GS-12 or above or equivalent pay band. Examples of specialized experience includes: I have at least one year of specialized experience equivalent to at least the GS-11 level in the Federal service, which has equipped me with the particular knowledge, skill and abilities to successfully perform the duties of the position. My experience includes Knowledge of a broad range of security disciplines is required in order to evaluate multi-discipline risks to classified National Security information and apply appropriate levels of protection as well as provide evaluation, direction, and guidance to lower-level organization security professionals across the Command. Knowledge of a broad range of security disciplines further applied in support of security classification methods, concepts, and eligibility for access to special access, classified or sensitive information. Knowledge of security classification methods, concepts, and eligibility for access to classified or sensitive information to review plans for proposed or new projects, organizations, and/or missions to assure the presence of adequate planning for information security and other controls. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of security program relationships, and expertise in communications, information, physical, personnel, and industrial security. 2. Knowledge of required security training concepts, programs, procedures, and practices and ability to present clear, concise, complete, accurate and timely classroom and OJT training. 3. Knowledge of, and ability to apply, basic budget and resource management policies, principles and practices. 4. Skill in developing, analyzing, and evaluating security programs to meet mission requirements and improve the special access program for the command. 5. Ability to effectively communicate orally and legibly in writing/typed. Ability to establish effective business-like working relationships with coworkers, subordinates, and customers. 6. Ability to perform key decision-making and policy developing responsibilities in difficult and complex situations. Ability to plan, organize, direct, and develop long range studies and forecasts. Ability to plan and carry out reviews of unit and/or contractor special access security programs, analyze and evaluate reports and conditions to recommend remedial actions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:
  • Name/Rank/Grade of Service Member
  • Branch of Armed Forces
  • Dates of Active Service (Start and End Date(s)
  • Expected Date of Discharge/Release from Active Duty
  • Terminal leave start date (if applicable)
  • Expected character of service (honorable or general) and type of separation (i.e. separation or retirement)
  • Must be certified within 120 days of anticipated discharge
  • Signature by, or by direction of the adjutant, personnel office, unit commander, or higher headquarters commander.
