The incumbent serves as a Supervisory Management Specialist and Operations Support Division Director. As such, the employee serves as the foremost advisor for all administrative, operational, and workforce related matters in support of Agricultural Marketing Service (AMS) purchases of commodities and related services.
Duties
The duties may include, but are not limited to:
Directs the maintenance of the organizations? administrative budget, including the payment to other Agencies for services as well as the receipt of payment for services rendered by the organization.
Oversees the development and dispensation of travel, training, and award administrative funds among Divisions, ensuring equitable distribution and that any caps on funding are not exceeded.
Directs the allocation of funds for equipment, supplies, and other program expenses, ensuring that the organization has the tools necessary to meet its mission.
Directs the collections, invoice payments, financial reconciliations and litigation of marine debts with ocean carriers, including legal processes through OGC.
Collaboratively, participates with senior management in program planning, policy determinations, evaluations, and decisions concerning acquisition, oversight and materiel management.
Directs all recruitment and hiring strategies across CPP, ensuring that activities promote equity and diversity across the organization.
Manages the formulation and implementation of outreach programs intended to market the commodity purchase program to suppliers.
Directs all aspects of workforce support, communication and outreach, and Section 32 activities.
Responsible for accurate communications and responses to all manner of inquiries.
Requirements

- Successful completion of one year probationary period, unless previously served.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-15 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-14 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Experience establishing and implementing an organizational vision;
Demonstrated experience analyzing organizational and operational problems and developing solutions;
Demonstrated advanced interpersonal and communication skills and extensive experience developing and delivering oral and written communications to a diversity of both general and technical audiences; AND
Experience conducting long-range financial planning and budget formulation.
Note: There is no education substitution for this grade level.

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
