About the Position: Serves as a Security Guard for the protection of government personnel, property, and technologies against sabotage, espionage, theft, accidental or willful damage, and destruction.
This position is restricted to persons entitled to Veterans Preference. If there are no Veterans Preference eligible applicants available, non-preference applicants may be considered.
This position located at Fort Walker, VA. The pay scale includes locality pay for Richmond, VA.
Duties
Independently performs installation access control for pedestrians and vehicles utilizing standard operating procedures, written orders and regulatory requirements as a guide to assess determination for a wide range of unique circumstances.
Detains violators, identifies witnesses and renders first aid to the injured commensurate with training and certifications.
Operates and performs research queries on the National Crime Information Center (NCIC) workstation terminal(s) in accordance with (IAW) federal and state laws.
First responders are subject to emergency recall and provide immediate response to active shooter and other situations such as terrorist threats, national emergencies and natural disasters.
Patrols designated areas by vehicle or foot to check perimeter locks, fence gates and restricted areas.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must undergo and pass annual medical exams of physical, emotional and mental stability. Standard medical exams are prescribed in AR 190-56 "The Army Civilian Police and Security Guard Program".
- This position designated Mission Essential. In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work to support mission operations.
- The incumbent must be fully qualified to operate a government vehicle. Must possess and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- Subject to the provisions of the Domestic Violence Offender Gun Ban commonly referred to as the Lautenberg Amendment. Bans individuals convicted of misdemeanor domestic violence and certain others from possession or access to firearms or ammunition.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Shift work is required, or a change in work shift may be necessary. Fluctuating hours of work, tours of duty to include evenings, nights, weekends and holidays. Overtime may be required and is subject to recall for periods of emergency overtime.
- This position requires incumbent to successfully complete CPR certification and First Aid training.
- Incumbent may be required to wear chemical protection masks, gloves, and other protective equipment, and may be required to be certified in the use of aerosol irritants and baton.
- Incumbent will be required to maintain physical conditioning and pass an initial and annual physical agility test (PAT) in accordance with Army Regulation 190-56 "The Army Civilian Police and Security Guard Program".
- Incumbent must be proficient in the use of assigned firearms/weapons, pass an initial qualification, and must qualify semi-annually in the use of assigned firearms/weapons. All weapons training and qualifications will be conducted IAW AR 190-56.
- This position requires the incumbent to wear the Department of the Army Security Guard (DASG) uniform IAW AR 190-56, and maintain a high state of appearance and hygiene.
- Incumbent must be able to obtain and sustain state certification for operating the NCIC terminals.
- This position requires incumbent to successfully complete security guard training.
- This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- In accordance with AR 190-56, requirements of Individual Reliability Program (IRP) apply. Employees and prospective employees of this job are expected to maintain a high standard of conduct.
- Pre-employment/periodic IRP assessment of social adjustment, emotional stability, sound judgment, dependability, flexibility in adjusting to changes, ability to work under pressure or emergency conditions, and a positive attitude toward duties.

Specialized Experience: One year of specialized experience including work dealing with Federal, state, municipal, or private protective organizations safeguarding personnel, information, and/or critical assets; recording visitor information and determining whether authorization for access exists; protecting property against hazards such as fire, theft, damage, accident, or trespass; or maintaining order and protecting life. This definition of experience is typical of work performed at the next lower grade/level position in the Federal service (GS-05).
