This position is located within a National Forest. The primary purpose of this position is to perform a variety of work in support of the unit wilderness/recreation program.
Duties
Responsible for developing and carrying out operating plans for wilderness maintenance, rehabilitation, reconstruction, and construction projects based on approved direction in land management plans.
Formulates and implements wilderness project work plans in accordance with agency policy. Ensures the maintenance of wilderness areas.
Implements wilderness and/or trail and bridge construction and reconstruction projects. Develops and monitors the logistics required for completion of wilderness and non-wilderness projects associated with trail maintenance and reconstruction.
Carries out condition surveys, developing project plans and cost estimates, and making recommendations for improvements. Implementation may involve the supervision of small crews in such activities.
Participates in the identification and planning for future trail construction, reconstruction, maintenance, and restoration projects. Performs trail log, condition, and prescription surveys.
Recommends the location of a variety of facilities, and records diverse information about the characteristics of the area. Trains crews in wilderness and trails construction and revegetation techniques. Performs trail maintenance and construction.
Monitors and inspects contracted work meets the provisions of the contract. Participates in performing final inspection and developing the final inspection reports.
Conducts Limits of Acceptable Change (LAC) studies, interprets findings to make recommendations to wilderness management objectives and policies, and suggests alternative methods for meeting objectives and/or policies.
Defines inventory and monitoring data needed to assess wilderness conditions.
Initiates public contacts in the field to enhance the user's wilderness experience and protect the resource through dispersal of information. Develops and conducts wilderness education programs at office, trailheads and in the local community.
Keeps records of visitor use levels, types and patterns. Makes sure that portals are properly signed, and bulletin boards are maintained. Maintains records of visitor use levels, and types and patterns of use.
Assists with overall estimation of materials, personnel, and supplies needed for work for enveloped and dispersed recreation sites. Prepares budget requests and adjusts program priorities to reflect the actual funding levels appropriated.
Administers a recreation area with responsibility for developing and carrying out operations plans for the use, improvement and maintenance for developed and dispersed recreation sites.
Provides public information and interpretive services. Acts as liaison with community organizations and interest groups to stimulate interest in and utilization of forest recreation facilities.
Determines and recommends opportunities for community members to participate in programs and activities. Coordinates group visits and communicates schedules and requirements for logistical support. Recruits and trains volunteers.
Approves recreation area and special-use applications and permits. Assists with compliance checks and inspections on permits and enforcement of Off-Road-Vehicle (ORV) restrictions, including posting regulatory signs and enforcement of restrictions.
Prepares radio public service messages and newspaper articles for public education as assigned.
Prepares outfitter camp operation plans, inspects outfitter operational areas for wilderness plan/policy compliance, takes follow-up action for items of noncompliance, and makes recommendations to supervisor for special use permit administration.
Serves as a Forest Protection Officer (FPO). Issues notices of field violations when violations of regulations are encountered. Conducts investigations, collects evidence and prepares case reports on violations.
Responsible for care of pack and saddle stock and for operation and maintenance of specialized equipment used in transport of livestock. Provides education in proper livestock minimum impact use techniques, safety, and packing and saddle stock use.

Qualifications

GS-07: Applicants must have one year of specialized experience equivalent to at least the next lower grade level (GS-6).
Applicants must have one year of specialized experience equivalent to at least the next lower grade level (GS-6); OR one full year (18 semester/27 quarter hours) of successfully completed graduate level coursework that is directly related to the work of the position (such as forestry, range management, agriculture); OR combinations of graduate level education that is directly related to the position and specialized experience. The education must have been obtained in an accredited college or university.
Examples of specialized experience include: Planning and implementing the logistics required for completion of wilderness projects, such as trail maintenance and reconstruction projects, habitat restoration projects, and invasive plant surveys; patrolling trails to ensure areas were operated, used, and maintained in accordance with trail management plans; conducting trail maintenance surveys and documenting trail work needs in data management systems; and serving as a forest protection officer or similar type position which includes conducting investigations, collecting evidence and preparing case reports on violations.
