Duties

As an Environmental Protection Specialist, you will: Inform, interpret for, and advise Housing, Public Housing, Native American Programs, and CPD program staff on all policy and procedural requirements to be followed in carrying out HUD's responsibilities under the National Environmental Policy Act of 1969, the National Historic Preservation Act of 1966, environmental sections of the Housing and Community Development Act of 1974, regulations and guidelines of Council on Historic Preservation, Executive Orders, HUD regulations and issuances, and other HUD and Federal authorities related to the environment, including wetlands, noise, coastal zones, aquifers, air and water quality, floodplain management, endangered species, and historic and archaeological preservation Review and comment on all Environmental Assessments prepared by program staff of the Office where required by 24 Code of Federal Regulations (CFR) Part 50 and other outstanding program instructions. Assist program staff in administering the environmental aspects of all programs which permit local entities to assume environmental review responsibilities and provide technical assistance to recipients and responsible entities on all aspects of environmental assessments and compliance with 24 CFR Part 58. Identify training needs and train program staff and staffs of responsible entities who assume 24 CFR Part 58 environmental review responsibilities on the techniques of preparation of environmental assessments and grantee Environmental Review Records. Monitor recipients and responsible entities to ensure compliance with NEPA and special environmental requirements.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes: Performing analytical duties associated with the planning, development, execution, and review of environmental policies and procedures pertaining to the National Environmental Policy Act (NEPA of 1969 (83 Stat. 852) [42 U.S.C. 4321]. Such as: National Historic Preservation Act, The Endangered Species Act or Floodplain Management. AND Providing training for the implementation of NEPA regulations for the preparation of categorical exclusions, environmental assessments, environmental impact statements related to housing, community development or disaster assistance projects. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13 you must have been at the GS-12 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
