You will serve as an Administrative/Technical Specialist in the Contracting Division of NAVSURFWARCENDLD. You will serve as a Contracting Officer Team Lead to provide a full range of acquisition services to the assigned clients.
Duties
You will be responsible for acquisition planning and coordination of customers task assignments, source selection, processing contract award documentation, award and administration of contracts exceeding the SAP threshold.
You will mentor intern and career personnel, training and guiding junior acquisition professionals of varying skill and certification levels.
You will be responsible for coordination of work for one of the major customers and reporting to Captain and Technical Director on a regular basis.
You will assist the Division Head with reporting requirements ensuring timely and accurate metrics are captured and reported on behalf of the Branch.
You will be responsible for tracking/reporting tripwire initiatives, as well as management information system data.
You will coordinate current and projected work assignments, negotiate manageable timelines, regular reporting and coordination with customer and various Contract Specialists/Kos throughout the organization.

- You will be required to obtain and maintain warrant authority above the small purchase threshold.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
FOR NT-05 (GS-13/14 equivalent): In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-04 (GS-11/12 equivalent) or grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: experience soliciting, evaluating, negotiating, awarding, or administering contracts for the acquisition of equipment, supplies, or services for an organization. Examples of specialized experience may include: coordinating or determining acquisition strategy; evaluating a contractor's capabilities; negotiating with contractors; analyzing contract costs to determine appropriateness or reasonableness; awarding contracts; facilitating contract changes through the life-cycle of an acquisition.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
