Duties
The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a/an Housing Innovations Specialist, you will:
- Maintain and develop contacts and convenes meetings with key players both inside and outside of HUD involved in planning and implementing innovations in public housing and low-income housing assistance. Communicate and meet with PHA residents, public/private and non profit partners, and high-level officials from state and local governments, the PHA and other federal agencies.
- Develop guidance documents, rules, notices and internal operating procedures for assisting, evaluating and monitoring demonstration participants. Review agreements, annual plans, annual reports, site visit reports, amendment requests, and other documents relating to the demonstration and assesses the impact of the ongoing activities in the context of the demonstration.
- Assist in the preparation of recommendations and the development of policy alternatives and materials for new or proposed legislation affecting innovations in low income housing assistance programs.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized Experience: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
Working with the Moving to Work demonstration; AND
Working with public housing, voucher, or other affordable housing programs; AND
Maintaining and developing contacts and convening meetings with key players on affordable housing program issues; AND
Analyzing issues/problems, developing strategies, and presenting solutions to senior management and high level officials, orally and in writing; AND
Communicating through oral presentations, written communication, documentation, and report writing.
Specialized Experience: For the GS-12 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes:
Working with public housing, voucher, or other affordable housing programs; AND
Maintaining and developing contacts and participating in meetings with key players on affordable housing program issues, AND
Analyzing issues/problems, developing strategies, and presenting solutions to senior management and high level officials, orally and in writing; AND
Communicating through oral presentations, written communication, documentation, and report writing.
Specialized Experience: For the GS-11 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized Experience for this position includes:
Working with public housing, voucher, or other affordable housing programs; AND
Analyzing issues/problems, participating in developing strategies, and presenting solutions to management, orally and in writing; AND
Communicating through written communication, documentation, and report writing.
OR Education: You may substitute education for general or specialized experience as follows: Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related.
OR Combination: You may qualify by a combination of experience and education. A combination of successful graduate education and experience may be used to meet total qualification requirements for the GS-11 grade level, and may be computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for that grade level. Combination of experience and education. This is creditable providing the combination consists of 100% of the requirement. Only graduate level education in excess of 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Education
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the
