About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W1E8AA USA INTELLIGENCE CTR OF EXCELLENCE. Serve as a Procurement Coordinator for the US Army Intelligence Center of Excellence responsible for the execution of procurement and contract actions.
Duties
Act as agency contracting technical Subject Matter Expert in guiding Requiring Activities through the requirements identification, definition, and validation process.
Develop, coordinate, and monitor technical responses to contractual correspondence. Work with the supporting Contracting Office to execute the procurement and contract action.
Prepare service and supply, procurement data requirement packages, acquisition plans, draft management decision documents, Market Research, Justification and Approval, Performance Work Statements and Independent Government Cost Estimates.
Prepare, coordinate, and monitor administration of DD Form 254 Contract Security Classification Specification and the Army Centralized Contracts and Security Portal (ACCS).
Develop and maintain technical database and spreadsheet files for contract management / administration that depicts the real time status of contract funding expenditures, tasks, suspense's, deliverables, delivery orders and contract manning status.
Participate as a peer reviewer, advisor, or evaluator in Source Selection Evaluation Boards.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Financial Disclosure Statement (OGE-450) required upon entry to position and yearly thereafter.
- Two year trial/probationary period may be required.

Specialized experience is defined as one year or more of experience that demonstrates a practical knowledge of the subject area of the position and of the methods and techniques of procurement coordination which includes analyzing and assessing acquisition/procurement needs to recommend appropriate contract type/method; developing acquisition strategies; reviewing and interpreting contracting policy to prepare acquisition packages for the acquisition of products and services; and, performing as a Contracting Officer's Representative to include monitoring contractor for compliance with terms and conditions of contract specifications and performance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-11).
