You will serve as a CONTRACT SPECIALIST in the PROCUREMENT GROUP of the NAVAL AIR SYSTEMS COMMAND.
Duties
You will negotiate contracts and contract administration with major defense contractors for the development and production of aircraft systems, propulsion systems and sustainment/support systems.
You will provide acquisition planning; cost/price proposal analysis; cost and contract terms negotiations, contract award/modification and contract administration.
You will perform analysis of procurement requests, research, preparation of Request for Proposal's and Determination and Finding's, issuance of Invitation for Bids (IFB's) and amendments and preparation of Requests for Proposals/Quotations.
You will perform detailed cost analysis, and analyze methods used by contractors in preparing cost estimates and determine the reasonableness of such methods.
You will perform contract administration to include incremental funding, preparation of rate and cost adjustments, redirection of effort, coordination of time extension, incorporation of change orders.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Contracting Level II. If you are not certified you must achieve certification within 24 months of appointment.

Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector in order to perform the duties of a Contract Specialist. Specialized experience must demonstrate the following: 1) Planning, developing, implementing, maintaining, and administering all contract aspects of a system acquisition program; 2) Utilizing price/cost analysis techniques to evaluate contractor proposals and prepare a pre-negotiation position; 3) Applying negotiation techniques to conduct contract negotiations of hardware sole source major weapons systems contracts with high level business, industry, scientific, and/or Government officials; 4) Demonstrating cost analysis in sole source major weapons system procurements, and 5) Demonstrating experience executing Foreign Military Sales contracts.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
