This Pharmacy Technician will be assigned as the Lead Procurement/Inventory & Cache Management technician located at the William S. Middleton VA Hospital within Pharmacy Service.

The Pharmacy Technician assist with and contribute to the provision of pharmaceutical care to patients at the Madison VAMC and its CBOCs under the guidance of registered pharmacists and the direct supervision of the Drug Utilization Manager. They perform a variety of complex technical functions in the inpatient pharmacy requiring application of a comprehensive knowledge of pharmacy practice. In addition, the primary duties include procurement of all types of pharmaceuticals and supplies for the medical facility including the CBOCs, economical inventory management, drug budget management and annual projections, and lastly oversees drug recall and shortage management. Some duties include but are not limited to: Responsible for the procurement and control of drugs, investigational drugs, and supplies for Pharmacy Service. Independently initiates procurement requests for all drugs, medical and surgical supplies and other specialized medical devices handled by pharmacy, which are either stocked or special ordered. Maintains effective and economical inventory management of all drugs, medical items and chemicals handled by pharmacy. Provides authoritative interpretation of procurement issue to pharmacists, providers, technicians, and pharmacy management. Responsible for the selection of the proper supplier of a drug. Monitors procurement sources to assure that the approved most cost-effective vendor source is utilized including use of approved generics. Responsible for procurement and management of specialty medication (i.e. FDA specialty medication programs) and non-VA pharmacies (i.e. compounding pharmacies). Utilizes knowledge of available contract and new drugs to market information such as Food and Drug Administration (FDA) and VA National Acquisition Center (NAC) reports to switch to alternate generic drug products when available. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). Education or Experience: A high school diploma or equivalent; or at least 3 months experience May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Pharmacy Technician GS-8 Experience: One year experience at the next lower level (GS-7) and you must fully meet the KSAs at the GS-7 level which includes: Ability to evaluate, analyze workflow, and coordinate work activities. Ability to independently gather, evaluate, and analyze data to generate reports and/or for other projects/statistical purposes. Knowledge of pharmacy policies and procedures sufficient to train and orient new employees and other staff. Comprehensive knowledge of the operation and care of specialized pharmaceutical equipment. Comprehensive knowledge of the procurement and formulary process. Comprehensive knowledge of investigational drug policies and procedures. Comprehensive knowledge of controlled substance policies and procedures, and the ability to identify and investigate discrepancies in these policies and procedures. Comprehensive knowledge of, and ability to, analyze data in VA information systems. In addition, the candidate must demonstrate the following technical KSAs and the potential to acquire the assignment specific KSAs designated by an asterisk (*):Demonstrated Knowledge, Skills, and Abilities: *1. Knowledge of human resource management policies and procedures, and the ability to supervise various levels of pharmacy technicians and other technical personnel (for supervisory assignments). *2. Ability to apply management and leadership principles. 3. Ability to communicate orally and in writing. 4. Extensive working knowledge of the pharmacy operation. 5. Ability to assess staff needs and provide appropriate training. Assignments: For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time. Pharmacy technicians at this level may be assigned supervisory positions or assignments as lead technicians in a highly complex area of the pharmacy. The GS-8 level is for very select, complex pharmacy technician positions as established by each health care facility. To be advanced, employees must meet all of the following standards, provided the standard is part of their assignment. Determinations concerning placement of positions at this grade level shall take into consideration the skill mix and availability of supervision in the work unit. Although these positions are under the supervision of a pharmacist, employees in such settings successfully and consistently demonstrate the exercise of independent technical judgment (without the need for readily available supervision) as well as comprehensive and thorough working knowledge of the most complex or difficult practices and procedures. Such individuals may also serve as supervisors or in an equivalent assignment in a Pharmacy Service, or for a specific unit or section. Physical Requirements: The work is primarily performed while sitting, though some work may require periods of standing. The regular and recurring work of this position involves sitting at a desk, conferences, meetings, etc. Frequent use of automobile and public conveyances may be required. Occasional lifting of boxes is also required.
