The Procurement Inventory Pharmacy Technician serves as financial and procurement pharmacy specialist. The Pharmacy Technician will perform analysis of the pharmacy budget, pharmacy service fund control point activity, and all procurement activity to ensure full accountability and reconciliation per VHA financial policy.

The Pharmacy Technician (Procurement/Inventory) provides oversite of orders for pharmaceutical and supply items through the Prime Vendor or other mandatory sources, assuring adherence to federal purchase contracts and compliance with federal regulations regarding open market purchases. Assures inventory control through perpetual evaluation and analysis, funds control, assuring compliance with storage requirements for pharmaceutical items and liaison with company representatives and managerial staff. Assigned activities include but not limited to: Operational responsibility for ongoing inventories of drug products, pharmaceutical supplies, and their various methods of procurement. Maintains accountability and oversight of daily purchases. Monitors the use of National contracts (NAT), Federal supply schedules (FSS), Blanket Purchase Agreement (BPA) and open market etc. to ensure compliance with federal acquisition regulations, policies, and laws. Point of contact for pharmacy service serving as the subject matter expert managing the budget process and pharmacy's fund control point. Reconciles the financial reports, the weekly pharmacy prime vendor line-item report (B09) to source documents, uploads and enters daily activity entry into the monthly obligation as assigned by fiscal. Determines, establishes, and modifies, as necessary, appropriate ordering intervals, inventory levels, most efficient/effective ordering quantities, sources of supply, etc., based on current financial conditions in pharmacy, seasonal variations in drug usage, changing patterns of medical practice, delivery time requirements, urgency of medical need, alternative sources of availability, etc. Trains new procurement staff on departments standard operating procedures and provides oversight to ensure competencies are met. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: You must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d) Education or Experience: a. None required. b. For all grade levels and positions that accept both education and experience to qualify, equivalent combinations of qualifying education and experience that total at least 100% are qualifying. The combined percentage is determined by adding total qualifying experience as a percentage of the experience required for the grade level to the education as a percentage of the education required for the grade level. Certification (GS-07 and above): For positions above the full performance level, the employee must pass a national certification exam and hold an active national certification through either: a. Pharmacy Technician Certification Board (PTCB), Certified Pharmacy Technician (CPhT). (MUST PROVIDE A COPY OF CERTIFICATION) OR b. National Healthcareer Association (NHA), Certified Pharmacy Technician (ExCPT). (MUST PROVIDE A COPY OF CERTIFICATION) May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grandfather Provision. A Pharmacy Technician employed in VHA on the effective date of the qualification standard (11/7/2023) are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure/certification/registration that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements in this standard but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: Employees may be reassigned, promoted up to and including the full performance (journey) level or changed to lower grade within the occupation but may not be promoted beyond the journeyman level or placed in supervisory or managerial positions. Employees in an occupation that requires a licensure/certification/ registration only at higher grade levels must meet the licensure/ certification/registration requirement before they can be promoted to those higher grade levels. Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed on a temporary or permanent basis until they fully meet the basic requirements of the standard. Employees who are converted to title 38 hybrid status under this provision and subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of re-entry to the occupation. Employees initially grandfathered into this occupation who subsequently obtain additional education and/or licensure/certification/registration that meet all the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation. Grade Determinations: Pharmacy Technician (Procurement/Inventory), GS-10. In addition to meeting the basic requirements, to qualify for the GS-10 you must possess at least 1 year of experience equivalent to the next lower grade level (GS-09). Certification: National Pharmacy Technician Certification Board (PTCB) certification is required at this grade level and above. Knowledge, Skills and Abilities (KSAs). In addition to the experience above, the candidate must demonstrate the following technical KSAs: a. Ability to analyze data for performance improvement projects, workload analysis and statistical reports. b. Ability to prepare for and maintain special accreditations, inspections and reviews (e.g., The Joint Commission, Office of Inspector General, American Society of Health System Pharmacists, controlled substances inspections). c. Ability to solve problems and implement corrective actions to maximize outcomes in their program area. d. Expert knowledge of budgetary and pharmacy procurement operating procedures such as, but not limited to, budget reconciliation, annual wall to wall inventory, sterile compounding and service contracts. e. Skill in managing supply problems such as back orders, interchangeability of products during shortages or finding suitable replacement products. f. Skill in monitoring the quality of input and output of automated/perpetual medication inventory management systems. g. Ability to write policies and procedures for pharmaceutical procurement, inventory management and contracting processes. h. Ability to develop contracting acquisition packages with all necessary required documents including, but not limited to, market research, independent Government cost estimate, statement of work/performance work statement, quotes, proof of funding, etc. Reference: For more information on this qualification standard, please visit https://www.va.gov/ohrm/QualificationStandards/.
