This full-time position is based in the Veterans Health Administration (VHA), VA Health Care System/VA Medical Center (VAMC) and reports to the Chief of Staff (COS) who reports to the VAMC Director. This is a nationally standardized functional statement for a facility level position that receives guidance on Health Professions Education (HPE) program requirements from the VHA Office of Academic Affiliations (OAA).
Duties
The DEO is the single designated VA employee who has oversight responsibility for all health professions training at a VA medical facility.
The DEO is responsible for establishing, maintaining, and evaluating the quality of health professions training programs and the quality of care delivered by trainees at the VA facility. The position provides direction and oversight of the HPE service and education support for a full spectrum of paid and without compensation (WOC) HPTs and others associated with a complex healthcare system, which includes employees, upper-level facility management, affiliate schools, and HPTs. HPT academic levels include undergraduate, graduate, and post-graduate students, externs, interns, residents, fellows, and VA advanced fellows; and pre- and post-doctoral fellows.
The DEO is a physician with leadership experience involving clinical, educational, and administrative responsibilities in medical care and education. Experience and familiarity with accreditation standards, financing, policy, and evaluation are required.

The DEO has superior skills in administering and managing training programs, in communicating with diverse audiences, and in writing clearly and effectively. Strong analytic skills are required and comfort with applied statistics is encouraged. The incumbent has experience in academic training settings, such as VA, its academic affiliates, and/or in professional organizations pertinent to academic affiliations, accreditation, and training. The DEO will be expected to establish a high level of credibility with clinical and educational leadership throughout the VHA and the academic community. Personal characteristics include self-direction, project organization, and interpersonal effectiveness.
Duties include but not limited to:
Advocating for adequate resources for the HPE functions at the VA medical facility and possibly VISN levels.
Allocating payments for accreditation and match service fees for programs accredited in the name of VA.
Allocating payments required by educational cost contracts with affiliates.
Ensuring proper accreditation is maintained and verified for all programs, including both those accredited in the name of VA and those affiliated training programs or consortiums through which HPTs rotate to the VA.
Establishing and implementing local procedures as directed by OAA national policies (e.g., monitoring resident supervision).
Reporting affiliation and health professions trainee challenges promptly to facility leadership, VISN Director as appropriate, and OAA staff.
Overseeing and facilitating the on- and off-boarding of HPTs.
The DEO provides leadership, advice, and subject matter expertise in tasks, projects, and assignments related to HPE programs. Provides policy development, analysis, decision making, and implementation activities affecting the VA medical facility.
Using the results of the OAA-administered Trainee Satisfaction Survey to assess and improve local training quality.
Directly recruiting HPTs into VA employment or assisting VISNs and other VA medical facilities in recruiting trainees.
Ensuring that affiliation agreements are executed for all programs that send HPTs to VA medical facilities for educational purposes and for VA sponsored programs that send trainees to non-VA facilities.
Serving as the primary point of contact for all matters pertaining to the establishment and oversight of affiliation agreements.
Reviewing and signing appropriate residency training program letters of agreement or other documents prepared by the affiliated institution.
Responding to OAA data calls and surveys.

Qualifications
To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed.
Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.
Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR
[(2) Those approved by the American Osteopathic Association (AOA),OR
(3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences.
Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs.
Proficiency in spoken and written English.
Preferred Experience:
The incumbent is a board-certified physician with advanced clinical
experience as well as demonstrated administrative and leadership skills.
Also, meets the requirements for a faculty appointment at the University
of Washington.
The incumbent must have:
Demonstrated skills in providing clinical interface with academic
affiliates and other key stakeholders.
Documented ability to coordinate a broad continuum of programs.
Management experience with strong administrative and interpersonal skills.
Demonstrated commitment to an interdisciplinary approach to care delivery.

Physical Requirements:
Heavy lifting (45 lbs), straight pulling (6 hrs), pushing (2 hrs), use of fingers, walking (6 hrs), standing (2 hrs), repeated bending (6 hrs), ability to distinguish basic colors, hearing (aid permitted).
Education
Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Approved schools are:
- Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted, or
- Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation of the American Osteopathic Association for the year in which the degree was granted.
- For foreign medical graduates not covered in (1) or (2) above, facility officials must verify with the Educational Commission for Foreign Medical Graduates (ECFMG) that the applicant has met requirements for certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant. [If the applicant does not claim an ECFMG certificate, facility officials must still confirm that the medical school meets (or met) ECFMG eligibility requirements for the year the candidate graduated.]
NOTE: The Under Secretary of Health or designee in the VHA Central Office may approve the appointment under authority of 38 U.S.C. 7405 of a physician graduate of a school of medicine not covered above if the candidate is to be assigned to a research, academic, or administrative position with no patient care responsibilities. The appointment will be made only in exceptional circumstances where the candidate's credentials clearly demonstrate high professional attainment or expertise in the specialty area.
