The primary purpose of this position is to serve as the initial point of contact for victims of intimate partner violence, and to provide 24/7 support for victims, assess all safety concerns, provide victim information on resources that are available, and serve as an advocate for the expressed interests of victims with all intervening agencies.

Duties

This position is located at the Fleet and Family Support Center (FFSC) at the Naval Air Station in Fallon, Nevada. This position is that of a Family Advocacy Program (FAP) Victim Advocate (VA)/FAP Educator. Incumbent provides assistance and advocacy to victims of spouse/intimate partner abuse and non-offending parents or caregivers to victims of child abuse. The primary purpose of this position is to serve as the initial point of contact for victims of intimate partner violence, and to provide 24/7 support for victims, assess all safety concerns, provide victim information on resources that are available, and serve as an advocate for the expressed interests of victims with all intervening agencies. Incumbent provides crisis intervention, assists with developing and reviewing individualized safety plans, provides information and referral, and accompanies victims to legal appointments and investigative interviews. Incumbent also educates command personnel regarding appropriate responses to victims of domestic violence and child abuse. Conducts briefs on FAP policies, dynamics of domestic abuse, availability of treatment services, procedural requirements, state reporting laws, and other pertinent information about family violence. Provides education classes geared around the prevention of spouse/intimate partner violence and child abuse. Training can be conducted in person or virtually for groups of various sizes. Incumbent will conduct outreach to raise awareness of services and coordinate with stakeholders such as the installation Chaplain, Navy Medicine, law enforcement, command, Child Welfare Services, and others to support clients. Actively participates in a coordinated community response to reduce domestic violence and child abuse, including prevention awareness campaigns. Develops and maintains professional standards of service, community referral resources, and a close network with a variety of organizations. Conducts and evaluates "Needs Assessments" both formal and informal, and gears programming towards identified customer needs. Performs other duties as assigned.

Requirements

  • Must provide proof of U.S. Citizenship or U.S. National.
  • A valid State driver's license is required to operate motor vehicles.
  • Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.
  • Must meet federal suitability requirements including successful completion of background investigation and obtain/maintain a Secret Security Clearance (T3).
  • A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any scheduled appointments.

Qualifications

Bachelor's degree in social work, psychology, counseling, criminal justice, or related field. A minimum of 1 year post Bachelor's experience in domestic abuse victim advocacy or 2 years of experience in family maltreatment. Skills in crisis intervention, safety planning and procedures, and civilian and military orders of protection. Knowledge of the dynamics of spouse/intimate partner violence, child abuse, and victim advocacy and care. Knowledge of child advocacy to include working with the non-offending parent of an abused child. Knowledge of the military, Department of Defense (DOD), Department of the Navy (DON) and FAP program is preferred. Intensive practical knowledge of community resources and services, crisis intervention, and how individuals in distress may quickly obtain needed assistance. Ability to present sensitive, at times controversial, information to groups of people in a clear, concise manner. Ability to work cooperatively with military and civilian medical, social service, law enforcement and legal personnel on behalf of victims. Experience with preparing court testimony and victim impact statements is preferred. Ability to develop trusting helping relationships and to work effectively with individuals and families from diverse racial, ethnic, religious, and socioeconomic backgrounds. Knowledge of military organizations, missions, lifestyles, and situations, including persons in the medical, legal, and social service communities. Ability to express oneself orally and in writing in a professional manner, to deal with diversified groups, individuals, and organizations, and to compose written reports and material clearly, concisely and effectively. Must be able to communicate clearly and effectively both verbally and in writing in English. Knowledge of Microsoft Office Suite and Fleet & Family Support Management Information System (FFSMIS) preferred. Knowledge and ability to use a personal computer and a variety of software programs to develop multi-media presentations.
