Duties

Hears and resolves complaints from employees; identifies developmental and trainings needs of employees; and finds ways to improve production and increase the quality of the work directed. Plans work to be accomplished by subordinates, sets and adjusts priorities, and prepared schedules for completion of work. Ensures that the fire management program is in compliance with environmental laws, regulations, and policies Directs and supervises all phases of the budget formulation process to assure valance in the fire organization at varying levels of funding, and initiates changes as appropriate. Oversees development, implementation, and review of fire cost recovery and fire trespass procedures and investigations. Serves on various interagency committees, teams and work groups dealing with specific local, geographic or national fire management issues. Develops and implements a communication plan. Briefs decision makers. Coordinates plans of action with affected cooperators. Exercises significant responsibilities in dealing with officials of higher rank; assures reasonable equity of performance standards and rating techniques developed by subordinate supervisors, team leaders, contractors, or similar personnel. Ensures information related to wildland fire, prescribed fire and fire program components for internal and external audiences is accurate and timely.

Qualifications

Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified: This position is subject to the lnteragency Fire Program (IFPM) Standard and Guide selective placement factors for a Unit Fire Program Manager (High Complexity). This position requires the following qualifications - Currency Not Required: Pathway #1 Primary core requirement: Division Supervisor (DIVS) and Secondary core requirement: Incident Commander Type 3 (ICT3) or Prescribed Burn Boss Type 2 (RXB2) OR Pathway #2 Primary core requirement: Aviation Support Group Supervisor (ASGS) Secondary core requirement: Incident Commander Type 3 (ICT3) The DOI Bureaus will administer the M-581 training requirement for Unit Fire Program Managers as a condition of employment required to be completed within one year of entry on duty 90 Day Prior Wildland Firefighting Experience Requirement (resume must show to and from dates and a description of work performed). The Department of the Interior defines wild land firefighting experience as on-the-line wildland firefighting experience gained through containment, control, suppression, or use of wild land fire. This experience can be met by serving in a temporary, seasonal, or equivalent private sector fire position for no less than 90 days. Periods of wildland firefighting experience, gained through militia and rural fire departments, can also be credited, as long as the total amount of this experience equates to at least 90 days. Wildland fire is defined as any non-structure fire that occurs in the wildland. Two distinct types of wildland fire have been defined and include wildfire and prescribed fire: Wildfire - An unplanned ignitions or prescribed fires that are declared wildfires. Prescribed Fire - Planned ignitions. This description includes only fire line experience on a Prescribed Fire; it does not include experience in the planning stages. Prescribed fire experience must be supplemented by fire suppression experience in order to be creditable as previous wildland firefighting experience. In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. You must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity as indicated by the following examples: Reviewing and evaluating fire management plans for ecological soundness and technical adequacy; - Conducting field inspections before and after prescribed or wildland fires to determine if resource objectives were achieved and/or to evaluate the effectiveness of actions taken; and developing analyses on the ecological role of fire and its use and/or exclusion, and smoke management. In addition, appropriate experience must have included either Prescribed Fire/Fuels Management or Fire Management Operations as described below: Prescribed Fire/Fuels Management - experience in a broad range of activities such as; - Professional forest or range inventory methods and procedures (e.g., Brown's planar intercept for dead down fuels; live fuel loading assessments); - Analysis of fuel loadings and determination of appropriate fuel treatment methods and programming. - Land use planning and environmental coordination. - Evaluating prescribed fire plans or fire management plans to ensure fire containment is possible and identify appropriate suppression contingencies if containment is not obtained. Fire Management Operations - Analyzing and applying fire management strategies, plus experience in at least five of the following activities: - Mobilization and Dispatch Coordination - Fire Prevention and Education - Training- Logistics- Equipment Development and Deployment - Fire Communication Systems- Suppression and Preparedness - Aviation. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. This is a SECONDARY/Administrative fire position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). While secondary positions are not subject to the maximum entry age (MEA) policy, the selectee must have prior service in a primary position and meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage. It is the responsibility of the applicant to ensure this office has enough information to determine your retirement status to ensure you do not lose benefits(normally through submission of your SF-50). YOU MUST LET US KNOW IF YOU ARE CURRENTLY IN A PRIMARY POSITION. Final approval for secondary fire coverage is pending but expected to be approved prior to final selection of the position. Physical Demands: Normally the work is sedentary but often requires physical exertion while overseeing fire suppression activities including walking over rough, steep, uneven terrain in all types of weather. The incumbent is faced with emergency situations at all hours and must respond quickly. The position may require long shifts or multi-day assignments under primitive living conditions during emergencies. During the fire season, extended fire assignments away from the unit may be required under very stressful conditions. Work Environment: Although work is generally performed in an office setting. Field work involves exposure to temperature extremes, both from weather and fire conditions where falling trees and the presence of smoke and/or dust create hazardous conditions. The nature of fire suppression work requires that protective clothing (boots, hard hats, etc.) be worn during fire assignments. The incumbent must exercise a variety of safety practices and precautions for the well-being of self and of others.
