Duties
An Assistant to the Branch Chief is a developmental position in which the incumbent performs the full range of legal work within the branch and learns to serve as a technical reviewer and perform specific management duties as assigned. This position is located in the Associate Chief Counsel (Income Tax and Accounting).
The Office of the Associate Chief Counsel Income Tax and Accounting (ITA), employs approximately 100 professional and support employees in Washington, DC. Income Tax and Accounting attorneys provide published guidance, field support and taxpayer advice on tax matters involving recognition and timing of income and deductions by individuals and corporations, sales and exchanges, capital gains and losses, accounting methods and periods, installment sales, long term contracts, inventories and alternative minimum tax.
As the Assistant to the Branch Chief, you will perform the full range of legal work within the Branch and learn to serve as a technical reviewer and perform specific management duties as assigned.
Assignments include but are not limited to:
Serving as the principal drafter of regulations; working with others in Chief Counsel, the Service, and Treasury in the development of regulations; briefing of policy and legal issues; and moving regulations through the extensive review process.
Drafting revenue rulings, revenue procedures, and other items for publications. Effecting all necessary coordination of proposed publications and working out differences of opinion between reviewing offices. Briefing reviewers on key issues in proposed publications and making changes as required.
Analyzing and preparing responses to requests for private letter rulings submitted by taxpayers and their representatives. Scheduling taxpayer conferences and explaining the service's position to taxpayers and their representatives during the conferences.
Participating in the legislative process by making recommendations for legislative changes, evaluating recommendations made by other offices, working with Tax Legislative Counsel attorneys and Congressional staffs in the development of legislation, and participating in drafting sessions.
Processing requests for technical advice received from field offices of the Service. Working with personnel of the field offices to ensure that all relevant information has been obtained and that the proposed answer to the technical advice request is responsive and workable.
Participating in the briefing of significant issues to reviewers at all levels of Chief Counsel, the Service, and Treasury.
Planning work to be accomplished by subordinates. Determining work priorities and preparing work schedules for completion of work. Assigning work to subordinates based on priorities, the difficulty and requirements of the assignment, and the capabilities of the employees.
Reviewing work products of subordinates and accepting, revising, or rejecting work. Stimulating accomplishment of work products and providing guidance in research and analyzing novel and uncertain points of law, etc.
Preparing and reviewing management reports and performing other administrative duties as assigned.
THIS IS A DETAIL POSITION NOT-TO-EXCEED TWO YEARS. AT THE END OF THIS TWO-YEAR ASSIGNMENT, INCUMBENT WILL RETURN TO THEIR FORMER POSITION OF RECORD. THIS POSITION MAY BE EXTENDED FOR AN ADDITIONAL TWO YEARS WITHOUT FURTHER COMPETITION.
