The position is located in the Office of the Deputy Assistant Secretary of Defense (Environmental and Energy Resilience) within the Office of the Assistant Secretary of Defense for Sustainment(OASD(S)). The purpose of the position is to be the principal advisor to the DASD(Environmental and Energy Resilience) and the ASD(Sustainment) on policies, programs and initiatives to enhance the energy resilience of DoD fuel infrastructure, forces, and contingency locations.

Duties

This Public Notice is to gather applications which may or may not result in a referral or selection. This position is being filled under Direct Hire Authority (DHA) in accordance with Section 9905, Per 3. covered positions E. Direct hire authority for Certain Personnel of the Department of Defense, Title 5, USD(P&R) memo of April 02, 2020. Incumbents typical work assignments may include the following: Assists in the development and oversight of policy to enhance operational energy supportability, energy demand reduction, interoperability, and standardization across requirements, acquisition, and sustainment for Department warfighting capabilities. Develops policy and provides analyses of the operational energy key performance parameter, energy informed capability requirements, and the enhancement of operational energy supportability and demand reduction in Department requirements development processes. Supports efforts to enhance operational energy supportability and reduce energy demand across Department acquisition pathways, to include all pathways in the Adaptive Acquisition Framework, and sustainment and upgrades of current platforms. Develops policy associated with the standardization and interoperability of operational energy capabilities, to include mobile electric power systems and energy storage. Pursuant to DoD Directive 4180.01, develops policy and assists with the oversight of policy for testing/certification, bulk, and operational use case analyses of sustainable aviation fuel and other alternative fuels (e.g., biofuels, hydrogen, natural gas) used in operational forces. Initiates programs, actions, and tasks to ensure adherence to DoD policies and procedures and ensures that programs accommodate operational requirements and promote the energy readiness and efficiency of the armed forces. Participates in the various stages of the DoD Planning, Programming and Budgeting System for energy programs.

  • Employee must obtain/maintain a Special Sensitive (TS/SCI) security clearance.
  • This position may require travel away from your normal duty station on military or commercial aircraft.
  • This position requires a program management, Level Practitioner Acquisition certification. You will have 60 months to complete this certification.
  • Selectee must execute, as a condition of employment, a written agreement to remain in the Federal Service in the position for at least three years.
  • This position is telework eligible on a situational basis.
  • Overtime is not authorized for this position.

Analyzes and evaluates the effectiveness of warfighting capabilities to support the use of operational energy in warfighting systems. 2. Performs program and project management (cost/schedule/performance); Planning, Programming, Budget, and Execution (PPBE) principles or similar budgeting program for the development, production, deployment, and sustainment of warfighting programs and systems. 3. Utilizes service acquisition processes and procedures, to include the Adaptive Acquisition Framework and the Middle Tier of Acquisition and/or similar programs to enhance operational energy supportability and reduce energy demand. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualifications requirements must be met by the closing date of this announcement and clearly documented in your resume.

Acquisition & Sustainment (A&S) CAP: Position is a DoD Critical Acquisition Position & requires DoD Acquisition Program Management, Level 2 certification within required timeframes. Selectee must also achieve 80 hours of Continuous Learning Points (CLPs) every 2-years and sign a written agreement to remain in Federal service in the position for at least three years.
