About the Position:
This position is with USA, HECSA, EEO OFFICE, Washington, DC.
Position may be filled as a temporary promotion, temporary reassignment, or temporary change to lower grade NTE One Year by a current permanent Army employee.
Temporary promotions, reassignments, or change to lower grades may be extended up to a maximum of five years, and may be made permanent without further competition.
Duties
Provides technical guidance and program specifications to managers, installation staff and other line managers on problems affecting the promotion, development, training, and recruitment of employees and applicants.
Manages Special Emphasis Programs (SEPs) as assigned in accordance with Federal guidelines and office procedures. Provides leadership in the SEPs development.
Provides recommendations to the Alternative Dispute Resolution (ADR) Team in resolutions and mediation attempts.
Processes complaints in accordance with Army (AR) 690-600 and applicable Federal regulations.
Advises managers on matters affecting the employment of women, minorities, and employees with disabilities.
Participates in community outreach activities and training conferences.
Prepares spreadsheet analysis on the status of formal complaints in process and monitors the disposition of complaints.
Conducts training sessions about Equal Employment Opportunity (EEO) subjects for employees and managers concerning their rights and responsibilities in the implementation of EEO program requirements.
Provides advice and assistance to managers, supervisors, committees, employees or applicants on legal and procedural EEO program issues and requirements.
Prepares weekly activities report and case summary.
Prepares charts and briefing presentations.
Certified EEO Counselor.

Position may be filled as a term appointment NTE 13 Months, if the candidate is not a current permanent Army employee. Term appointments may be extended up to a maximum of eight years.

To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: Applying comprehensive and thorough knowledge of EEO principles, concepts, laws, regulations and policies, and relevant precedent decisions to recognize and solve difficult EEO problems; counseling managers, employees through the complaint progress in explaining complaint procedures and processes during informal and formal stages; conducting projects to solve broad, difficult, and complex EEO problems through systematic fact-finding, analysis and consulting efforts and probable causes and explore alternative/solutions for recommended changes; utilizing automated systems to extract, retrieve, maintain, monitor, analyze and develop statistical data for reporting/writing purposes; and managing, briefing, presenting, and conducting special emphasis programs, concerning prevention of sexual harassment, EEO, human relations, rights and responsibilities of employees and managers and diversity training.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
