Job opening: HR Specialist

Salary: $94 199 - 145 617 per year

This position is located Office of Human Resources (OHR) at the Institute of Museum and Library Services (lMLS). The incumbent will be responsible for providing advice, guidance, and consultation in the areas of position classification, compensation, recruitment and placement, employee relations/reasonable accommodations, incentive awards programs, personnel and payroll processing and workforce shaping/restructuring and will report to the Director of Human Resources.

Duties

If selected for the HR Specialist position, the incumbent will be responsible for providing expert technical advice, guidance, and consultation in the areas of position classification, compensation, recruitment and placement, employee relations, reasonable accommodations, incentive awards programs, personnel and payroll processing and workforce shaping/restructuring. Typical work assignments will include but are not limited to the following: Works with management and senior leadership in the classification process. Prepares position descriptions and vacancy announcements. Reviews applications and evaluates qualifications. Serves as a member of the Delegated Examining Team. Prepares and processes payroll and personnel actions. Serves as the employee relations and leave expert. Provides guidance on the Federal Employee Viewpoint Survey and employee engagement. Performs other duties as assigned.

Requirements

  • Must be a U.S. Citizen or National.
  • Males born after 12-31-59 must be registered for Selective Service.
  • May be required to successfully complete a probationary period.
  • If not previously completed, a background security investigation will be required for all appointees. Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication.

Qualifications

MINIMUM QUALIFICATIONS: Your resume must include detailed information as it relates to the responsibilities and specialized experience for this position. MINIMUM QUALIFICATIONS:GS-12:To be minimally qualified at the GS-12 grade level, you must have at least one year of specialized experience equivalent to the GS-11 grade level or equivalent pay band. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. Specialized experience is defined as experience in at least two of the following areas: (1) Provides advice, guidance and consultation in the area of position classification; (2) Serves as the subject matter expert for human capital hiring, to include staffing, recruitment and placement, retention flexibilities and incentives and superior qualifications; (3) Manages employee relations programs; (4) Processes payroll and personnel actions; (5) Prepares guidance or regulations to reflect new policies and procedures mandated by other federal agencies. MINIMUM QUALIFICATIONS:GS-13: To be minimally qualified at the GS-13 grade level, you must have at least one year of specialized experience equivalent to the GS-12 grade level or equivalent pay band. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. Specialized experience is defined as experience in at least three of the following areas: (1) Provides advice, guidance and consultation in the area of position classification; (2) Serves as the subject matter expert for human capital hiring, to include staffing, recruitment and placement, retention flexibilities and incentives and superior qualifications; (3) Manages employee relations programs; (4) Processes payroll and personnel actions; (5) Prepares guidance or regulations to reflect new policies and procedures mandated by other federal agencies. Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education is not a substitute for specialized experience at these grand levels.
