VA Long Beach Healthcare System is currently recruiting for (1) Peer Review Coordinator. This position is in the Office of Compliance and Integrity in the Office of the Director and reports to the Chief, Compliance and Business Integrity Officer. In this capacity the Peer Review Coordinator is responsible for planning, organizing, coordinating, reporting and controlling overall operations of the Peer Review Program, in collaboration with the Risk Manager.
Duties
Duties may include but are not limited to:
Prepares the Peer Review Committee's agenda, minutes and all appropriate correspondence relevant to each case. Tracks all documents for each peer review, performs data analysis and identifies trends to send forward to Performance Improvement to enhance or modify present systems/processes for more effective and efficient patient care. Prepares and submits a Peer Review spreadsheet of compiled data to VISN for audits.
Requests assignment of personnel, notifies providers that a peer review is being conducted, brings case review to Peer Review Committee and documents discussion. Depending on level of review, follows a manual process to completed outcome.
Initiates the protected peer review process involving issues obtained from death reviews, morbidity and mortality incidents, tort claims and communications from staff regarding probable issues.
Utilizes computer templates/programs and reporting outcomes. Attends Morbidity & Mortality meetings for the healthcare groups and obtains cases for peer review.
Serves as a resource and advocate for protection of patient and family rights of confidentiality and full disclosure.
Responsible for the protected peer review program and reporting outcomes. Attends morbidity & mortality meetings for the clinical healthcare groups and obtains cases for peer review.
Maintains effective relationships with clinical staff and administrative personnel to facilitate the peer review process, promote cost-effective use of resources and promote safety in the delivery of patient care.
Other duties require that the incumbent perform a variety of analytical, planning and evaluative work on a quantitative and/or qualitative basis, striving to have viable recommendations accepted by operating components and implementing reports and feedback mechanisms to monitor and measure systems improvement activities at all levels throughout the organization.
Performs statistical analysis of clinical data and abstract management tools to utilize many different, but interactive data bases for comprehensive, integrated results, such as, selection criteria, comparisons, feedback and benchmarking as key business drivers for reliability and improvement.
Performs benefit analysis or economic evaluations of programs through data collection and computations and produces charts/graphs reflecting results to better relay understandable information to the audience.
Work Schedule: Monday - Friday; 7:00am - 3:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/31/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Program Specialist GS-9:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of qualitative and quantitative techniques for analyzing and measurement of the effectiveness, efficiency, and productivity of administrative and technical programs; understanding of performance improvement principles (ACA, general systems theory, queuing theory, etc.); knowledge of health care systems and delivery systems, management principles, practices, methods and techniques; knowledge and ability to analyze, evaluate and make recommendations on major aspects of all assigned VISTA and commercial off the shelf computer packages; troubleshoots computer packages, which require developing specifications and business process models; ability to retrieve, track and trend information needed for analysis and reporting; develop and refine information for comprehensive reports, addressing elements such as cost analysis, work measurement, trend analysis, efficiency, effectiveness, productivity, and assess the success or failure in attaining program operational goals/objectives; resolution of problems identified in studies such as eliminating, adding, changing, or rearranging specific procedures products or services or making other changes to more efficiently and effectively utilize resources. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a masters or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B or J.D., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level.
Program Specialist GS-11:

Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending or prolonged sitting may be required. The incumbent may be exposed to walking to outlying areas. The work places no special physical demands on the employee.
