This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. VA Careers - Pharmacy: https://youtube.com/embed/Fn_ickNBEws Duties include but are not limited to the following description: Pharmacy Program Manager-Inventory Management, GS-13: The Inventory Program Manager works independently under the Associate Service Chief, Pharmacy Operations, or designee, and keeps them apprised of trends/problems associated with their assigned areas. The primary responsibility of the Inventory Program Manager is to assume responsibility for the administration and operations of inventory management throughout VA Connecticut Healthcare System Pharmacy Service. This pharmacist supervises the Pharmacy procurement technicians, oversee their daily work, participates in all Pharmacy Service activities including clinically oriented programs and quality assurance activities, and coordinates all functions and activities related to inventory management to ensure they coincide with the overall goals and mission of Pharmacy Service. Functions include but are not limited to the following descriptions: INVENTORY AND BUDGET MANAGEMENT: Monitors and regularly reports on status of pharmacy expenditures identifying significant changes, including data and information on specific drugs, therapeutic classes, supplies, etc., that have contributed to the change. Produces and analyzes all reports pertaining to drug procurement, drug expenditures, drug use, and drug accountability. Prepares annual computation and drug budget forecasts for the Pharmacy inventory. Participates in regular meetings with Fiscal Service to discuss budget trends and use of Pharmacy Service funds for the procurement of pharmaceuticals and supplies. Employs effective purchasing procedures to maximize use of budget allocations. Possesses extensive knowledge of pharmaceutical prime vendor, IFCAP/GIP, and alternative procurement sources. Maintains the knowledge and competency to appropriately carry out all purchase card duties as the purchase card approving official. Coordinates patient recovery to contracted items upon resolution of medication & supply shortages and/or recalls. Coordinates purchase of all pharmacy items, including specialty drugs, Prime Vendor, open market, etc. Coordinates and ensures timely completion of annual wall-to-wall inventories for all pharmacy locations. Coordinates the annual & biannual controlled substance inventory. Coordinates the annual review of chemicals used in the pharmacy service and reports to safety service. Determines appropriate quantity and places orders for annual influenza vaccines and other vaccines as appropriate. Collaborates with Program Manager for Formulary Management & Quality Assurance and others (e.g., pharmacy leadership team, pharmacy purchasers) to ensure appropriate communication of medication and supply shortages to key stakeholders. Assures appropriate level of inventory to minimize waste and to assure appropriate number of inventory cycles Collaborates with automation technicians in both inpatient and outpatient areas to ensure PAR levels within automated dispensing technology are appropriate and reflect medications actively used. Collaborates with clinic staff and pharmacy supervisors to ensure stock of medications dispensed to wards and clinics via ward/clinic stock process are appropriate for patient care needs. Evaluates recalls, distributes recall information to purchasers, completes and closes out recalls in the national software and coordinates information on actions taken with the Program Manager, Formulary Management and Quality Assurance. Provides timely information regarding medication shortages and recalls to the Program Manager for Formulary Management & Quality Assurance to aid in the development of the Medication Management Committee agenda. Responsible for the coordination of the reverse distribution process to assure expired medications are processed timely for credits and disposition. English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. 7403(f) Education: (1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.)(2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT) Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16. Grade Determinations: Experience: In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level. The Program Manager manages all aspects of a distinct program to include policy development, quality resources and specialty functions unique to the program to optimize cost effectiveness (budget) and patient outcomes. Coordinates a single program area of a complex pharmacy operation, or multiple program areas within a facility to develop, organize, manage, and control complex pharmacy programs. Develops, organizes, coordinates and manages single or multiple program areas within the medical facility; this may include a single program area at multiple facilities. The Program Manager title is reserved for those individuals who have one or more of the following: supervisory responsibilities for various sections within Pharmacy Service; a complex program requiring coordination of multiple locations such as medical center care facilities, Community Based Outpatient Clinics(CBOCs), rural health, telemedicine, etc; specialized areas of a complex nature such as nuclear pharmacy, quality assurance, pharmacy informatics, clinical applications coordinator, Home Based Primary Care, pharmacoeconomist or liaison pharmacist duties requiring the coordination of processes with other medical facilities or VISNs. Pharmacists assigned to this position must demonstrate the KSAs identified below: Ability to communicate orally and in writing to persuade and influence clinical and management decisions. Expert understanding of regulatory and quality standards for their program area. Ability to solve problems, coordinate and organize responsibilities to maximize outcomes in their program area or area of clinical expertise. Expert knowledge of a specialized area of clinical pharmacy practice or specialty area of pharmacy. Advanced skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters. Additional functions include but are not limited to the following descriptions: Human Resources and Program Management: Performs all supervisory functions for procurement personnel, including, but not limited to: granting leave, performance appraisals, disciplinary actions, rewards and recognition, etc. Strives to increase productivity and efficiency of procurement staff and other Pharmacy Service activities to improve processes and the pharmaceutical care provided to the patient. Communicates effectively with the procurement employees, keeping them informed of necessary information; keeps in close communication with pharmacy leadership regarding drug procurement, drug use, drug accountability, or drug budget issues; and keeps the Chief and Associate Chief current on the status of assignments and responsibilities. Ensures drug procurement complies with VA National policies, VA contracts, and National, VISN and local formularies. Routinely apprises the Program Manager for Formulary Management and Quality Assurance, Associate Service Chiefs, pharmacy supervisors, and Chief, Pharmacy Service of any problems affecting rational drug therapy, cost impacts, etc., and offers recommendations for consideration by Pharmacy leadership. Serves as contracting officer representative (COR) for pharmacy service contracts as appropriate. Serves as the pharmacy recall coordinator by developing and implementing action plans to manage drug recalls. Develops and implements action plans in response to drug shortages and backorders. Serves as back-up to the Program Manager, Formulary Management and Quality Assurance for inventory related issues (e.g., cost savings initiatives, coordinating conversion with purchasing and transition from current to new products). Serves as the primary coordinator for the All-Hazards Emergency Drug Cache. Serves as point of contact for scarce resource allocation committee. Serves as the Pharmacy Service representative for the Pharmacy, Prosthetics and Supply Chain national and local groups. Serves as the point of contact on pharmacy related inventory with all facility services such as Nutrition & Food, wound care, ostomy, radiology, surgery, etc. Serves as a primary liaison with the pharmaceutical prime vendor, Logistics Service, and pharmaceutical representatives. Facilitates emergency contracts for medications and supplies as needed. Monitors and optimizes the facility CMOP penetration rate. Serves as the REMS coordinator and authorized representative for all REMS medications. Serves as POC for non-VA compounding pharmacies. Provides oversight for pharmacy equipment and supply purchases. Adjudicates assigned non-formulary drug requests as needed. Coordinates the approval of prescriptions filled through the facility emergency fill contract at non-VA pharmacies. Education and Training: Participates in the training and in-servicing of pharmacists, pharmacy technicians, pharmacy residents, pharmacy students, and other medical center personnel as required. Provides drug procurement and pharmacy related information to other hospital staff and committees. Serves as a preceptor for pharmacy residents. Preferred Experience: Inventory Management experience; Inventory Management software and automation experience; Experience in VA Contracting. Physical Requirements: The employee must be able to talk, listen, and speak clearly on the phone. Must be able to use a computer with both hands. Must be able to sit for prolonged periods of time as well as stand. Must be able to lift up to 25 pounds.
