The Headache Centers of Excellence (HCoE) Clinical Pharmacy Specialist (CPS) Program Manager is a Station based leadership position located within the HCoE National Administrative Office at VHA Station 689 VA Connecticut. ition located within the HCoE National Administrative Office at VHA Station 689 VA Connecticut. As a part of the Station based HCoE Team, the CPS Program Manager will contribute significantly to the completion of projects and utilization of resources to support the mission and goals of the HCoE. This individual is responsible for providing CPS specific education and consultation to the HCoE sites and VACO leadership, ensuring that HCoE services are completed at the highest standard. This HCoE CPS Program Manager is required to exercise a high level of leadership and organizational skill, independent judgment, problem-solving ability, and content expertise in program development, implementation, and evaluation.
FUNCTIONS OF ASSIGNED DUTIES:
Provides leadership, management, and oversight of respective HCoE CPS providers and assures the efficient implementation of these services throughout the HCoE Program.
Works collaboratively with the National Pharmacy Executive to ensure HCoE CPS services are consistent with professional standards, gaps and needs.
Collaborates in the development and maintenance of written policies and procedures defining operational requirements for the HCoE CPS program.
Functions as the HCoE CPS provider subject matter expert and serves as an advocate and educator on HCoE and HCoE CPS provider services to various levels of leadership, including VACO and VA facilities.
Promotes evidence-based therapeutics for headache management among HCoE CPS providers, using clinical practice guidelines, clinical pathways, and best available, most current literature, when available.
Maintains strong relationships and communication with various national (e.g., National HCoE Leadership Team), VISN (e.g., VISN Pharmacy Executive), and facility level leadership (e.g., HCoE host facility, VAMC Chiefs of Pharmacy) to ensure HCoE CPS provider functions meet expectations and proper requirements.
Regularly reports relevant HCoE staffing levels, workload and productivity data, quality measures, performance outcomes, and other data as requested to the VISN Clinical Pharmacy Council, VPE, and ICCs.
Collaborates with the VISN Clinical Pharmacy Council, the VPE, and ICCs to assess staffing needs within the HCoE sites.
Conducts performance reviews, recommends appointment, special advances, within grade increases, or disciplinary action to the Pharmacy Professional Standards Board in collaboration with HCoE leadership as appropriate.
Promotes good labor management relations and supports Equal Opportunity program initiatives in daily activities.
Keeps abreast of changes in the Pharmacy Benefits Management (PBM), CPPO, and PBM Formulary services (e.g., formulary additions and deletions, relevant memoranda, and policies and procedures), as well as general knowledge of VA, Drug Enforcement Administration, US Food and Drug Administration, and The Joint Commission regulations, including as it relates to Telehealth.
Develops, organizes, and coordinates educational activities related to trainees/residents and their involvement with HCoE services; ensures all activities are in accordance with national guidance.
Functions as an advanced practice provider with a scope of practice to provide Comprehensive Medication Management (CMM) services for identified local HCoE and Spoke site facilities as outlined in VHA Handbook 1108.11, Clinical Pharmacy Services.

Basic Requirements:

ENGLISH LANGUAGE PROFICIENCY: To be appointed to serve in a direct patient-care capacity in VHA, applicants must be proficient in written and spoken English.
BASIC EDUCATION REQUIREMENT: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree.OR Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate isable to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC)Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination(FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).
LICENSURE REQUIREMENT: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia.
Grade Determinations:
GS-14 National Program Manager
:Experience: One (1) year of experience or equivalent to the next lower grade (GS-13).
In addition to the experience listed above candidates should be able to demonstrate the following Knowledge, Skills, and Abilities (KSAs):
1. Ability to effectively communicate orally and in writing regarding complex clinical and technical issues.
2. Skill in utilizing regulatory and quality standards to develop and implement operational programs.
3. Skill in managing multiple and diverse people or programs.
4. Skill utilizing available resources to support the mission and goals of the organization.
Preferred Experience: Three years patient care in practice area. Minimum three years involvement in an Interdisciplinary Clinic. Actively involved in committees, worksgroups, or councils at the local, regional VISN and/or National Level that directly relate to position.

Physical Requirements: Principle duties of this position requires moderate lifting, waling, reaching above head, bending, stooping, standing, kneeling, pushing, pulling, lifting/carrying of items and coordination for rapid mental and muscular coordination simultaneously. An ability to perform tasks requiring rapid mental and muscular coordination functions simultaneously is necessary. Must be able to wear personal protective equipment, including respirators while on duty. Must be physically capable of operating various types of equipment used for the job.
