This position is located in the Office of the Chief Financial Officer (OCO), Financial Policy and Planning in Washington, DC.
This element of the OCFO organization establishes financial standards, policies, and procedures for the Department. The position is established to carry out various complex financial accounting systems projects involving the design, improvement, or revision of a significant segment of automated financial systems.
Duties
Applying knowledge of accounting concepts, principles, and methods to work independently on assignments.
Assists in operating maintaining, modifying, and testing accounting systems.
Collects and analyzes data to ensure systems changes are complete and accomplished in the most efficient manner.
Analyzes, monitors, and tracks expenses and net operating result of assigned areas to insure sufficient, proper distribution and utilization of funds throughout the execution phase of the annual budget.
Advises agency officials regarding technical and operations aspects of procedures for effecting solutions to problems.
Provides the supervisor and senior accountant with written evaluation reports of findings, along with recommendations for corrective action or change in policies or procedures covering assignments.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.
Time in Grade: Merit promotion applicants holding or having held a GS position in the past 52 weeks must meet applicable time-in-grade requirements:
GS-09 - One year at the GS-07 is required to be eligible for the GS-09
GS-11 - One year at the GS-09 is required to be eligible for the GS-11 grade level and
GS-12 - One year at the GS-11 is required to be eligible for the GS-12 grade level
Time-in-Grade requirements must be met by the closing date of the announcement.
Applicants MUST submit an SF-50 that illustrates time-in-grade and reflects title, series, and grade. No Award SF-50s will be accepted.
The Accounting Series, 0510, occupations have specific educational requirements which apply to all positions. Transcripts are required at the time of application.
BASIC REQUIREMENTS must be met in addition to Specialized Experience requirements (see EDUCATION section).
SPECIALIZED EXPERIENCE: To Qualify for the GS-09: One year of specialized experience, equivalent to the GS-07 level in Federal Service or equivalent responsibility in the private sector/pay systems which has equipped you with the particular competencies to successfully perform as an Accountant (Systems). Such experience includes: Following established policies and procedures in reviewing, processing, and reconciling a variety of financial transactions in an automated financial/accounting system; Applying knowledge of the organization's business practices pertaining to administrative support or business accounting systems for payroll, purchases, maintenance, sales, and services sufficient to relate to the needs; and Creating and analyzing accounting systems reports for discrepancies on financial transactions.
OR you may substitute education for specialized experience as follows if you have: 2 years of progressively higher-level graduate education leading to a master's degree; or a master's degree; or an equivalent graduate degree.
A COMBINATION OF EXPERIENCE AND EDUCATION: Only graduate level education in excess of 18 semester hours (27 quarter hours), may be used to combine education and experience.
SPECIALIZED EXPERIENCE: To Qualify for the GS-11: One year of specialized experience, equivalent to the GS-09 level in Federal Service or equivalent responsibility in the private sector/pay systems which has equipped you with the particular competencies to successfully perform as an Accountant (Systems). Such experience includes: Preparing, analyzing, interpreting, and presenting accounting and budget data; participating in budget and accounting reviews with management within the area of assignment; and Analyzing, monitoring, and tracking expenses, and net operating result of assigned areas to insure sufficient, proper distribution and utilization of funds throughout the execution phase of the annual budget.
OR you may substitute education for specialized experience as follows if you have: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
SPECIALIZED EXPERIENCE: To Qualify for the GS-12: One year of specialized experience, equivalent to the GS-11 level in Federal Service or equivalent responsibility in the private sector/pay systems which has equipped you with the particular competencies to successfully perform as an Accountant: Such experience includes: 1) Participating in preparing, analyzing, interpreting, and presenting accounting and budget data; 2) Analyzing cost accounting systems in connection with business activities; 3) Performing a variety of administrative and analytical duties related to program/budget planning consisting of preparing budget estimates and justifications and assisting in budget development and execution; 4) Interpreting laws, regulations, executive orders, and decisions regarding policies and procedures and applying them to business activities; and 5) Collecting and analyzing data, and making recommendations for changes to systems.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
BASIC REQUIREMENTS:
- Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
or
- Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
- Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
