This position is located at Departmental Offices, Terrorism and Financial Intelligence-Intelligence Analysis. As an Intelligence Operations Specialist (Insider Risk Technical Project Manager), you will be responsible for managing technical activities related to insider risk, to include user activity monitoring (UAM), risk-based analytics, case management, data integration and transfer, and IT planning, within the Departmental Offices and across the Treasury bureaus.
Duties
Pursuant to 50 USC 3024 (v), and with concurrence and consultation with the Director of National Intelligence and the Director of the Office of Personnel Management, this position is being established in the excepted service as an element of the Intelligence Community within the Department of the Treasury.
As an Intelligence Operations Specialist (Insider Risk Technical Project Manager), you will:
- Serve as Treasury's subject-matter expert on insider threat user activity monitoring and analysis system capabilities.
- Advocate on behalf of OIA and Insider Risk Management Office (IRMO) interests at interagency, Intelligence Community (IC), and internal Treasury working groups, committees, or other venues.
- Lead, plan, and manage all IRMO IT-related projects to deliver state-of-the art enterprise service to the Department.
- Coordinate with OIA's Office of Information Technology, the OCIO, and bureau-level OCIOs to advance IRMO's technical projects.
- Research latest advancements in insider threat technical capabilities and develop/implement technical plans, strategies, and programs.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized experience for the GS-14: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes AT LEAST FIVE of the following:
- Planning and managing information technology projects; OR
- Advocating on behalf of an organization both internally and externally; OR
- Leading coordination across the organization of cyber operations partners; OR
- Developing insider threat best practices; OR
- Leveraging strategic management process to review applicable guidelines/standards and identify gaps in operational capabilities to develop solutions; OR
- Researching latest advancements in insider threat technologies and developing/implementing technical plans, strategies, and programs; OR
- Planning, designing, and managing major programs, projects, and highly sensitive activities; OR
- Exercising a high degree of individual judgment to develop Insider Threat Program policies and regulations; OR
- Participating in Department, Intelligence Community (IC), or other federal forums, briefings, or collaboration activities.
