About the Position: This position is located US Army Corps of Engineer (USACE) Learning Center (ULC) Huntsville Alabama. The incumbent works as a Course Manager within a n assigned PROSPECT functional program, managing the programming, planning, development coordination and implementation of assigned PROSPECT courses.

Duties

Plan, develop, coordinate, and evaluate assigned courses supporting the strategic plan, mission, vision, and values to ensuring they are communicated and integrated into the Proponent Sponsored Engineer Corps Training (PROSEPCT) program. Serve as an authoritative consultant and primary educator in the area of quality assurance/evaluation, teaching and learning methodologies, and instructional technologies. Manage all training resources (instructional services, materials, equipment, applied instructional technologies, facilities) required for execution of course development. Develop current and long-range plans/objectives for accomplishment of the mission to include both resident courses and Distance/Distributed Learning (DL) initiatives. Assign and control work in progress for specialists and technicians assigned to support the designated Corps program areas. Establish tuition requirements that provide financial stability to assigned courses and estimate future training requirements.

BASIC REQUIREMENT FOR INSTRUCTIONAL SYSTEMS SPECIALIST, GS-1750-12: Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: (1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. (2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. (3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. (4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. OR (5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. SPECIALIZED EXPERIENCE: at least one year of experience equivalent to the GS-11 grade level which prepared you to do the work in this job. Specialized experience is defined as: (1) reviewing curriculum for distance learning or social media; (2) applying instructional design techniques; (3) advising customers and other users regarding the objectives of the training program; (4) managing all training resources (instructional services, materials, equipment, facilities) required for execution of assigned courses and (5) performing budget execution and monitoring obligations incurred and expenditures of funds. You will be evaluated on the basis of your level of competency in the following areas: Financial ManagementInstructional DesignInstructional Materials & Curriculum DevelopmentInstructional Program EvaluationNeeds/Occupational AnalysisTests and Measurement Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
