You will serve as an Environmental Engineer (0819) or Physical Scientist (1301) in the Environmental (EV) Business Line of NAVFAC NORTHWEST.

Duties

You will attend design review conferences and meetings to provide technical input on regulatory requirements. You will advise design personnel on environmental issues and provides comments and makes recommendations on changes to designs and project write-ups facilities. You will review military construction and special projects and provides comments relative to environmental requirements. You will plan and conduct special studies for activities on environmental programs.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Using environmental concepts, principles, and procedures to solve complex problems involving diverse aspects of environmental compliance and protection; 2) Applying knowledge of Air Pollution Control Program methodology, materials, equipment, and processes necessary for the control of air pollutants from Navy sources to comply with the Clean Air Act, other Federal, State and local regulations, and DOD and Navy policies; 3) Using standard data gathering to collect and review technical information on environmental activities or quality to identify and solve problems of a procedural or factual nature; 4) Performing detailed facility inspections and conducts personnel interviews to assess environmental compliance and identify deficiencies; analyzes methods and identifies the most feasible corrective measures for environmental deficiencies; recommends appropriate action to comply with applicable regulations and 5) Communicating both orally and in writing to prepare and conduct briefings and presentations. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
