The incumbent serves as a Program Specialist with the Chief of Staff office at Central Alabama Veterans Health Care Service (CAVHCS) responsible for the coordination of developing and directing the Facility Physician/Provider Recruitment Program. The incumbent is supervised by the Chief of Staff.
Duties
The incumbent serves as the primary source for individuals inquiring about Physician/Provider recruitment; proposing advice and guidance on the procedures of applying for a position, explaining recruitment/relocation incentives, Education Debt Reduction program, credentialing and privileging as well as the stage of the recruitment process to include EQIP completion and pay and benefits information. Serves as the CAVHCS Subject Matter Expert in recruitment packages and placement of Title 38 Physician. Incumbent is expected to be innovative in developing outreach techniques to locate qualified and diversified candidates too hard to fill positions. Incumbent is considered an authority on physician/ provider recruitment practices as they are applied in a healthcare setting. Incumbent will ensure that the specific requirements of Physician/ Provider positions are being recruited for in a myriad of places i.e., websites, journals, personal recruitment campaigns through universities.
Incumbent will analyze trends and forecast changes in workforce requirements and prepare reports and recommendations on a monthly basis as to most effective manner or recruitment. Incumbent will be responsible for developing a tracking system for biennial pay to ensure biennials are routed for processing sixty days prior to the due date.
Incumbent will manage and/or prepare reports and coordinates the establishment and tracking of HR metric and provide a weekly report to the Chief of Staff as to areas for improvement. The incumbent will regularly report the Physician/ Provider Recruitment HR onboarding vs losses hospital leadership.
Incumbent will work with Service Chiefs on the development of pay for performance standards and track and trend the completion and performance standard improvements and provide a biannual report to the Chief of Staff. Incumbent will track part-time and fee basis provider agreements.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday-Friday, 8:00am- 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/17/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience with human resources recruitment requests and personnel actions; In-depth experience with Office Administration to include preparing memorandums, reports and the use of other automation programs and software; Extensive knowledge of Clinical management principles, organizational and administrative practices and procedures common to complex healthcare organizations; Core knowledge and expanded analytical and specialized skills in managing the recruitment and retention program; Practical knowledge of a wide range of methods, principles, requirements, work techniques, and practices related to resource management and workload analysis.

Physical Requirements: Regular and recurring work performed involves sitting at a desk, and/or attendance at conferences/meetings. Some physical demands evolve from stressful and protracted negotiations as the liaison with all services and in putting together customized recruitment packages that will successfully place a Physician/Provider in needed positions within the medical center.
