The Office of Inspector General (OIG) is an independent office whose mission is to promote excellence, integrity, and accountability throughout the Department of Homeland Security (DHS). In our dynamic environment, the OIG conducts investigations, audits, evaluations, and inspections to enhance program effectiveness and efficiency and to detect and prevent waste, fraud, and mismanagement in DHS programs and operations.

Duties

The Department of Homeland Security (DHS), Office of the Inspector General (OIG) is seeking a dynamic, results driven Talent Management Director to manage human capital policies, programs, systems, and procedures in accordance with federal laws/regulations. This position is in the DHS OIG Talent management Division (TMD), Office of Management (OM) The incumbent serves as the TMD Director and lead planning, administration, and improvement initiatives for Human Resources (HR) and Training and Workforce Development Services to support the agency workforce. Typical assignments include: Serves as the Director of the Talent Management Division supervising a multidisciplinary team of specialists, team leads, and subordinate supervisors in the areas of executive resources, workforce relations, workforce strategy, policy and accountability, HR management, Performance improvement, instructional technology, training and professional development. Participates in Agency strategic planning initiatives at the operational and tactical levels, providing expertise in integrating human resource requirements and plans in the overall Agency strategy for mission accomplishment. Leads assessments and process improvement efforts to foster a customer-centric organization that regularly conducts outreach to agency executives, such as Deputy IGs for specific program areas. Directs and implements HR programs consistent with statutory and regulatory requirements in functional areas to include, recruitment, retention and placement, talent management, employee training and development, position classification and pay administration, workforce data and management information systems, and program formulation of policies and procedures encompassing the spectrum of HR functions. Oversees contract management support. Providing contract oversight for OIG HR contracts which involve forecasting, planning and execution of projects. Serves as a key advisor to senior level managers and staff personnel, providing authoritative guidance and assistance in all areas of human resources management practices, policies, regulations, and laws. Participates in senior-level management meetings with Department officials and other external Stakeholders to contributes advice on the HR program and management processes.

Qualifications

You must meet all qualification requirements by the closing date of this vacancy announcement. You qualify for the GS-15 grade level (starting salary $155,700) if you possess one year of specialized experience at the GS-14 grade level that demonstrates the ability to performing the following duties (You MUST meet the first four duties to be eligible for this position): 1) Providing advisory and consultative services involving the full range of operational human resources functions (i.e. strategic workforce planning, pay, leave, executive resources, employee relations, staffing, employee development and performance management); developing strategic goals for human resources programs; 2) Directing and implementing the work of a Human Operations team responsible for delivering all aspects of recruitment and human resources staffing practices from cradle-to-grave (e.g., merit promotion, delegated examining authority, direct hire authority and other hiring authorities, and position classification; 3) Experience researching, analyzing, and evaluating Human Resource laws, regulations, directives, and policy statements originating and other sources; 4) Addressing Human Capital management challenges and recommending improvement and/or revisions for the Talent Management Acquisition operations and systems; 5) Developing and delivering briefings, project papers, status/staff reports, and correspondence in order to foster understanding and acceptance of findings and recommendations. Selective Placement Factor In addition to the minimum qualifications described above, you must meet the following requirement(s) to be considered qualified for the position: Knowledge and experience with staffing, recruitment, workforce development and employee relations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The qualification requirements listed above must be met by the closing date 07/21/2023of this announcement. Current federal employees must have served 52 weeks at the next lower grade level or equivalent grade band in the federal service. The time-in-grade requirement must be met by the closing date 07/21/2023of this announcement. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
