BASIC DUTIES AND RESPONSIBILITIES:The National Geospatial Intelligence (NGA) Office of Inspector General (OIG) fulfills its mission by performing independent, objective audits, evaluations, inspections, and investigations assiduously to strengthen effectiveness, efficiency, and integrity; and to detect and prevent fraud, waste, and abuse in the Agency's programs and operations.

BASIC DUTIES AND RESPONSIBILITIES: continuation The Assistant Inspector General for Inspections and Evaluations (AIGE) is a senior OIG leader and serves under the general direction of NGA Inspector General (IG). The AIGE is the principal assistant and advisor responsible conducting relevant, timely, and high-quality inspections, evaluations, and agile or other special reviews to assess the management efficiency and effectiveness of Agency programs with the aim of improving mission delivery and performance. The AIGE provides essential accountability and transparency over government programs enabling decision makers to improve operations, reduce costs, comply with laws and regulations, and strengthen internal controls to reduce the potential of fraud and illegal acts. Reviews overseen by the AIGE receive senior level visibility within the Department of Defense (DOD), Office of the Director of National Intelligence (ODNI) and Congress.Position Description: As a member of the IG's decision and policymaking staff, the incumbent is a principal advisor to the IG on the development of timely, relevant, and effective oversight plans and approaches. Priorities may be based on the Agency's strategic priorities, top management challenges identified in past oversight work, congressionally directed actions, or risk assessments from legislators, oversight bodies, or Agency officers. The AIGE also provides technical capability for the planning, design, and execution of traditional and agile oversight reviews to fulfill oversight plans or timely address emerging Agency risks and opportunities. The AIGE develops policies, procedures, and guidelines to ensure independent, objective inspections and evaluations in compliance with CIGIE Quality Standards for Inspection and Evaluation ("blue book"), OMB directives, and the guidelines of the Inspector General Act, as amended.The AIGE supervises and provides OIG inspectors and evaluators with executive level direction in planning, coordinating and conducting inspections and evaluations of Agency programs and operations, and develops and implements policies, procedures and guidelines for these activities.The AIGE is responsible for the following duties:* Serves as the principal advisor for inspections and evaluations and participates fully with the development and execution of the OIG strategic plan, as it relates to the functions within the AIGE's purview. Establishes inspection and evaluation organizational goals and develops long and short-range plans to attain these goals; contributes to the OIG's annual and multi-year financial planning, programming, and budgeting decisions. * Contributes to the development of the annual audit, inspection and evaluation plan, using a data driven approach and focusing on high risk/high impact projects. Establishes inspection and evaluation priorities; assigns projects that are relevant and formulated to promote meaningful change within the NGA and monitoring the progress of those efforts; and, keeps the IG and his immediate office apprised on the status of relevant issues related to the work. * Provides guidance and direction to inspection and evaluation teams and ensures timely completion by holding staff accountable to meet approved milestones. This includes developing project ideas, determining the most effective and efficient approach to be followed in the performance of the projects, identifying innovative quantitative and qualitative analysis techniques, and monitoring progress.* Ensures that inspection and evaluation reports have a clear and concise message, and that recommendations articulate actions that must be implemented to resolve findings. Identifies significant recommendations and provides oversight and direction to follow up activities to ensure that NGA actions to implement recommendations have met OIG's intent.* Strives to continually improve the efficiency and effectiveness of the functions under the AIGE's purview through the use of new business or technological measures, processes, techniques or strategies.* Works collaboratively with other OIG components, including the Offices of Audit, Investigations, and Data Analytics to ensure efficient and effective OIG operations, and to complete cross-component investigations, reviews or projects.* Represents the IG or OIG when coordinating inspection and evaluation matters with other agencies, law enforcement agencies, US Attorney Offices, Department of Justice, DOD, IC entities, CIGIE, and Agency Seniors, and coordinates on multiple senior officer level working groups and cross community initiatives.

MANDATORY QUALIFICATION CRITERIA: Eligibility for this executive level position will be based upon a clear demonstration that the applicant has experience of the scope and quality sufficient to effectively carry out the assignments of the position. The successful applicants will be distinguished from other applicants by a review of the Intelligence Community (IC) Senior Officer Core Qualification (SOCQs) Standards, the Technical Qualifications, and Education Requirements. Failure to meet a Qualification requirement will disqualify an applicant.
