BASIC DUTIES AND RESPONSIBILITIES: continuationThe Assistant Inspector General for Management and Resources (AIGM) is a senior OIG leader and serves under the general direction of NGA Inspector General (IG). The AIGM is the principal assistant and advisor responsible for a wide range of strategic management and resource functions that supports OIG enterprise-wide; to include: internal planning, budgeting, and accounting functions; performs a wide variety of administrative and data analytical duties related to metrics, budget formulations, justification, presentation and execution; ensures that the budget is effectively managed and provides information enabling leadership to make the best possible decisions to carry out the OIG mission.The incumbent is responsible for supervising functional supervisors of Plans, Programs Budget and Administration (Deputy AIGM-P) and Data Analytics (Deputy AIGM-D). The IG has designated the incumbent to be Head of the Inspector General Career Service (IGCS) and supervise the Deputy IGCS.Position Description: The incumbent provides advice and recommendations directly to the IG and Deputy IG, on management, administrative, planning and resourcing aspects of major OIG programs and operations, as well as represents the OIG in meetings, conferences, and negotiations with officials regarding business operation support matters. As a member of the IG's decision and policymaking staff, the incumbent is the principal advisor to the IG on administrative, resource management, and business operational matters and provides technical capability for ensuring realistic and effective execution of resources and administrative activities. Based on the incumbent's thorough knowledge of OIG operations and activities, as well as expertise through exposure to federal laws, statutes, Executive Orders, legal opinions, and past experiences. The incumbent is responsible for initiating, developing, overseeing, and accomplishing policies, procedures, and techniques used by the management support staff. he AIGM is specifically responsible for: a. Advising and assisting the IG, the DIG, other functional component executives, and the OIG in the planning, development and execution of OIG policies and programs. b. Acting for the IG in establishing and maintaining effective working relationships with the NGA Finance Management, NGA Human Resources, and NGA Contract Services on matters relating to personnel, personnel recruitment and development, budget, procurement activities, data analytics, and other matters within the purview of policy development and OIG resources c. Directing a comprehensive human resources program including development, implementation, and evaluation of internal personnel policies in areas of employee development, position management, and performance recognition. d. Providing oversight of all business operation services including information management, data analytics, facility management, and records management. e. Serving as the OIG Chief Financial Officer. Planning, developing and maintaining a system for formulation, administration, oversight and execution of the budget and associated policies and procedures, including development of program fund requirements, cost estimates, preparation of fund requests. g. Developing and maintaining overall responsibility for the OIG directive systems and Federal Register issuances ensuring that material is consistent with Federal statues, OIG policy and regulations. h. Representing the IG, as required, on Committee and Subcommittees of the Council of the Inspectors General on Integrity and Efficiency on matters relating to assigned functions.

MANDATORY QUALIFICATION CRITERIA: Eligibility for this executive level position will be based upon a clear demonstration that the applicant has experience of the scope and quality sufficient to effectively carry out the assignments of the position. The successful applicants will be distinguished from other applicants by a review of the Intelligence Community (IC) Senior Officer Core Qualification (SOCQs) Standards, the Technical Qualifications, and Education Requirements. Failure to meet a Qualification requirement will disqualify an applicant.
