You will serve as a SUPERVISORY NUCLEAR ENGINEER in (Code 2321) as the Assistant Division Head in the Fluid Systems and Mechanical Engineer Division (Code 2320) of the Nuclear Engineering and Planning Department (Code 2300) of NORFOLK NAVAL SHIPYARD.

Duties

You will assign work to subordinate personnel, ensures timely completion and quality of work, resolves conflicts and overlapping functions between support personnel and other organizational entities. You will resolve technical, engineering, and design problems beyond the capacity of the branch personnel; and makes recommendations to supervision regarding problems which involve policy determinations. You will make recommendations within his/her specialty to other engineers, scientists, officers, supervisors, and other interested and authorized personnel.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience serving as a subject matter expert for the construction, overhaul, testing, maintenance, modification of Naval Nuclear reactor plants as relates to reactor plant fluid systems and components; Experience working with reactor systems, primary, secondary and auxiliary reactor plant fluid systems, primary heat transfer, emergency cooling and pressurization, charging, piping, fittings, and fluid system stress engineering. Experience applying engineering techniques, methods such as reactor materials, metallurgy, reactor physics, heat transfer, hydraulics, stress analysis. Experience with Nuclear Engineering and Naval Nuclear Power Programs. Experience performing nuclear repair techniques, thermal, hydraulic design principle, chemistry, corrosion and nuclear physics as applied to radiation, radiological control, operational theory of electrical instrumentation and control equipment and system, design, and operations of fluid system equipment and Nuclear plant safety. Experience applying advanced theoretical and practical knowledge of overall new developments in the filed of naval nuclear reactor plant repair methods. Experience providing significant advice and innovative recommendation to resolve unique problems as relates to the overhaul, testing, maintenance and modification of Naval Nuclear reactor plant and its components. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
