About the Position: The installation rests in the beautiful 'hill and lake' country of Central Texas between Killeen and Copperas Cove and is approximately 60 miles north of the capital city of Austin, 50 miles south of Waco, 160 miles south of Dallas, and 150 miles north of San Antonio. Duties

Serves as a Realty Specialist and advisor to the Team Leader, the Director, and other Directorate of Public Works management for all matters concerning real property and facilities management. Plans and executes, or directs the planning and execution of, a wide variety of real estate actions, such as acquisitions, out-grants, and utilization and disposition actions for all of III Corps and Fort Hood. Develops, prepares, and coordinates supporting justification brochures required by Department of Defense (DOD) directive for all Excess Reports; forwards these through supervisor to appropriate authorities for disposition. Performs all aspects of real estate acquisition; these generally involve one or more of the following: purchase, easements, license, lease holding, and transfer between federal agencies. Performs designated aspects of real property accounting, to include review of pertinent contracts, engineering drawings, and site inspection of new construction. Uses legal precedents, DA regulations, General Services Administration (GSA) regulations, special directives, and other guidance to accommodate special needs and attempt to satisfy each military customer.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • Incumbent is required to obtain and maintain a valid state driver's license and any installation and/or DoD license required for the type of vehicle being driven.

Specialized Experience: One year of specialized experience which includes researching real estate transactions to ensure proposed actions are within the laws; and use automated software (i.e. word processing, electronic spreadsheet, electronic mail, etc.) to construct a variety of reports and forms. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Marketing, Property Management and Real Estate, Urban and Regional Development, Housing Management, etc. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Computer SkillsReal EstateWritten Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
