This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.
Duties
The primary responsibility of the Pharmacy Supervisor for Procurement and Centralized Operations (P&CO) is the organization and supervision of all aspects of the Pharmacy procurement program and centralized Pharmacy operations programs (non-VA community care, telecare, All-Hazard Emergency Cache (AHEC), local formulary management and automation needs), including supervision of staff working in those areas.
The supervisor must ensure that the Pharmacy Service is compliant with all Federal, VHA and local acquisition regulations and contracting requirements. The incumbent participates in the management of a multi-million-dollar budget for inventory management of pharmaceuticals. Cost effective turnover of inventory must be consistently identified through sound accounting practices. Fluctuating patient needs, specific specialties, drug shortages, pharmacoeconomic needs, back orders and drug recalls, makes this a very demanding task. The Procurement Supervisor will provide guidance and supervision for pharmacy procurement technicians.
The incumbent will be the AHEC manager and oversee the pharmacy involvement in COVID 19 coordination.
Pharmacy service is affiliated with several Colleges of Pharmacy and provides administrative and technical support to the activities associated with these affiliations, including precepting pharmacy residents and students.
Functions or Scope of Assigned Duties
Utilize strict accounting practices to maintain an accurate budget. Provide upper management with quarterly, monthly, and often daily updates on budget status. Maintain sufficient inventory for the needs of the Medical Center, yet not exceeding budget allowance.
Incumbent presents upper management on a routine basis: expenditure reports, cost analysis, stock usage, budget forecast, drug shortages, drug recalls and new product cost impact.
Provide direct oversight for the accountability of expired or soon-to-expire medications held for return for credit. Ensures all items are secured and monitored through the time of pick up by the contracted reverse distributor to reduce possibility of undetected loss, theft, or misuse. Maintain a running inventory list of non-controls for tracking purchases to be used in reconciliation of invoices to maximize revenues received through credits. Audits and reconciles all credits received against job lists/expected credits
Provide clinical judgement in considering cost-effective alternatives within the National Formulary for drug shortages due to backorders or recalls. Collaborate with providers in the respective specialties to determine alternatives for items on long term shortage.
Serves as the Cache Manager for the Pharmacy Drug Cache ensuring cache inventory are maintained, secured, and appropriately stocked for emergency situations. Incumbent will perform cache drills and assure staff cache activation education.
Ensures procurement staff maintain all required education and certifications (e.g., PPV OO, BPA, etc). Incumbent can purchase medications through prime vendor. Determine status of medications to be purchased and exercise judgment as to contract availability, generic substitution, bottle or package size, most cost-effective source, as well as consideration of quantity and quality of product. Items not authorized through Prime Vendor must be procured in a timely manner from another identified source. Troubleshoots all issues regarding an inability to procure a medication.
Serves as AO or AAO for purchase cards, completing all reconciliations and other requirements to maintain this access.
Coordinates drug recall drug disposition. Ensures that all recalls are closed out timely by procurement staff. Works with the Pharmacy Patient Safety Program Manager to ensure a recall plan is finalized and suitable disposition is made for all impacted patients
Work Schedule: Monday through Friday, 8:00am - 4:30pm. May be required to work days, weekends, holidays, evenings, nights, and/or compressed, tours on rotating schedule.

Qualifications

Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. Pharmacists must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Appendix G15.

Education:
(1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree (http://www.acpe-accredit.org/), OR
(2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).
Licensure. All applicants must possess a full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure.
Preferred Experience: Post-graduate year 1 residency training and previous supervisory experience.
Grade Determinations: In addition to the basic requirements for employment above, the following criteria must be met when determining the grade of candidates.
GS-13
Experience. In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level.
Pharmacy Supervisor. Responsible for the professional and administrative management of an assigned area in pharmacy service, to include budgetary execution. Such individuals have responsibilities for supervising multiple pharmacists and technicians. Manages people, maintains effective interdepartmental relations, and cooperates with other services to accomplish the medical facility's mission and goals. Develops performance standards, assures that the program area is compliant with all regulatory and accrediting body requirements, designs and implements orientation and training programs for staff, and develops and maintains systems to monitor the performance of staff activities. Develops policies and procedures relative to their assigned area. Pharmacists assigned to this position must demonstrate the following KSAs:
a. Ability to effectively supervise subordinate staff.
b. Ability to communicate orally and in writing to persuade and influence clinical and management decisions.
c. Expert understanding of regulatory and quality standards pertaining to pharmacy.
d. Skill in managing people or programs.
