This vacancy is for a Supervisory IT Specialist position in the Department of Commerce located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station. This Job Opportunity Announcement may be used to fill other Supervisory IT Specialist, 2210, 15, FPL GS-15 positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience.

Duties

Advises the Chief, Information Systems Service Management Office (ITSMO) regarding all matters related to strategic workforce development and management concerns. Provides liaison between Census HRD and the OCIO for recruiting, training, career development, and management of a highly skilled IT professional workforce. Develops processes for implementing legislated and directed requirements for management of IT resources. Provides general administrative support for all administrative and personnel actions for the OCIO

Qualifications

Specialized Experience: Applicants must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 level in the Federal service. Specialized experience for this position is defined as: leading mission and operations teams, implementing policies, processes, and tools to efficiently manage a federal workforce; liaise or consult in areas of program establishment and implementation; knowledge of strategic workforce planning and administrative IT governance and planning; serves as a point of escalation to resolve issues between the OCIO and its customers; championing cross-functional participation and knowledge-sharing between program areas. In addition to specialized experience, individuals must have related experience demonstrating each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer.

Education

Education cannot be substituted for specialized experience at this grade level.
