About the Position: This position is with U. S. Army Chemical Materials Activity Pueblo Chemical Depot.
Competition for Security Guard positions is restricted by law to persons entitled to veterans' preference as long as such applicants are available for appointment. Applications will be accepted from non-preference eligibles; however, these applications will not be considered if preference eligible applicants are available.
Duties
Review credentials to ensure identity of individuals requesting access to restricted areas should be issued badges.
Provide guidance and information to visitors on security regulations and procedures by telephone and in-person security inquiries.
Screen employees and visitors with the electronic Personnel Access Control System to determine status of individual and reason for and location of visit.
Review licenses and registrations for compliance with state and local regulations.
Protect and prevent unauthorized access to areas containing valuable documents or hazardous materials.
Conduct foot or vehicle patrols of perimeters, roadways, parking, storage and other designated areas.
Prevent theft, damage, accident, trespass, sabotage and espionage through the enforcement of security regulations.
Gather information regarding traffic incidents including contributing factors and injuries reported.
Conduct Random Inspection Team (RIT) and Random Anti-terrorism Measures (RAM) to inspect vehicles in accordance with standing operating procedures.
Provide written reports of findings of criminal and traffic incidents for review by upper management, such as supervisor.
Maintain duty journal to include unusual situations and conditions encountered for future reference.
Detain and assist in performing booking procedures when enforcement is required.
Ensure incident scenes are preserved for law enforcement investigators as deemed necessary.
Secure grounds and building access points during emergency situations or terrorist threats.
Confiscate unauthorized or otherwise controlled items when identified as unauthorized.
Implement enhanced security procedures in the event of bomb, fire or other threat. Operate two-way communication equipment to summon emergency vehicles and crews when assistance is needed.
Enforce specialized personnel access control points utilizing both manual and automated devices.
Troubleshoot communications/electronics equipment to include radios and intrusion detection systems.
Operate Active Vehicle Barriers (AVB) when required in response to a potential security breach.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This position requires a Secret Clearance.
- Temporary Duty travel (TDY) approximately 10% of the time.
- Incumbent must be able to obtain and sustain state certification for operating the National Crime Information Center (NCIC) terminals.
- Incumbent must successfully complete security guard training.
- Drug testing designated position. Individual agrees to submit to a urinalysis on a recurring basis, in accordance with (IAW) AR 600-85.
- Shift work is required, or a change in work shift may be necessary. Hours of work encompass fluctuating tours of duty to include evenings, nights, weekends and holidays.
- Overtime may be required as directed and is subject to recall for periods of emergency overtime.
- Incumbent must be proficient in the use of assigned firearms/weapons, pass an initial qualification, and must qualify semi-annually thereafter in the use of assigned firearms/weapons.
- Incumbent must undergo and pass annual medical exams of physical, emotional and mental stability. Standard for medical exams are prescribed in AR 190-56 The Army Civilian Police and Security Guard Program.
- Employee must be trained and maintain current required certifications in CPR techniques and must know first aid. May act as a first responder in a medical emergency.
- Incumbent may be required to wear chemical protection masks, gloves, and other protective equipment, and may be required to be certified in the use of aerosol irritants and baton.
- Incumbent will be required to maintain physical conditioning and pass an annual physical agility test (PAT).
- Incumbent must be fully qualified to operate a government vehicle. Must possess and maintain a valid state driver's license. Loss of license may result in removal from the position.
- Must wear the Department of the Army Security Guard (DASG) uniform IAW AR 190-56, maintain a high state of appearance and hygiene.
- Employee must obtain and maintain applicable certifications in operating various electronic equipment and sensors.
- Must not have any medical condition that precludes the wearing of a chemical protective mask and over garments.
- Employee must be able to perform as a member of the installation's overall security response capability.
- LAUTENBERG AMENDMENT: Must meet the requirements under the Lautenberg Amendment/Domestic Violence Misdemeanor Amendment to the Gun Control Act of 1968.

Specialized Experience: One year of specialized experience which includes work with a Federal, State, municipal, local, or private protective organization that involved the protection of property against such hazards as fire, theft, damage, accident, or trespass; or maintaining order and protecting life; OR service in the Armed Services or Coast Guard that involved the performance of guard duties on a regular or intermittent basis. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).
