You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the CORPORATE OPERATIONS DEPARTMENT, SECURITY DIVISION of CARDEROCK DIV NS. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-4 band encompasses positions equivalent to GS-11 and GS-12.

Duties

You will serve as the Operations Security (OPSEC) Program Coordinator, including Command Critical Information List (CIL) and countermeasures. You will lead Research, Development, Test and Evaluation (RDT and E), test plans review approval, OPSEC Website and public release reviews. You will coordinate and develop OPSEC vulnerability assessments, OPSEC surveys, OPSEC Collaborative Architecture Resource (OSCAR), and Enterprise Protection Risk Management (EPRM), OPSEC Working Group. You will serve as the Naval Criminal Investigative Service (NCIS) liaison for the Research Technology Protection (RTP) Team and the Open Skies Coordinator.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-03 (GS-09/10 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing and conducting Operations Security (OPSEC) assessments or surveys to identify vulnerabilities and recommend areas for improvement to sustain OPSEC program requirements and compliance for an organization. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

FOR NT-04:-

Successful completion of a Ph.D. or equivalent doctoral degree.

-OR

-Successfully completed 3 full years of progressively higher level graduate education leading to such a degree.

-OR

-Successful completion of LL.M., if related.

-OR-

Have a combination of experience and graduate education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
