The position is telework eligible consistent with the Agency’s telework and remote work program policy.The position is located in the US Department of Education (ED), Office of Finance and Operations, Office of Human Resources (OHR)/Recruitment, Staffing & Compensation Division (RSCD), provides operational support to the Department in the areas of staffing and classification, recruitment, student employment, and special hiring initiatives.

As a Lead Human Resources Specialist, GS-0201-13, you will be responsible for:

Qualifications

Specialized Experience for the GS-13One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing two (2) out of three (3) of the following duties or work assignments:1. Experience in providing guidance, reviewing, and coding personnel actions. 2. Experience responding to personnel and payroll related questions using Federal Personnel and Payroll Systems (FPPS) or a similar system.  3. Experience with eOPF (Electronic Official Personnel Folder) or a similar system that may include, purging, transferring, and monitoring required paperwork.Knowledge, Skills, and Abilities (KSAs)The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).1. Knowledge of personnel and payroll system requirements to provide a resolution to controversial disputes, address problems not susceptible to resolution by existing methods, and develop alternative approaches. 2. Knowledge of laws, regulations, principles and methods applicable to personnel and payroll program management. 3. Skill and communicating with leadership and customers across the organization to answer and solve a wide range of complex problems and issues as it relates to personnel, payroll, and processing management.4. Knowledge of Federal Human Resources processing system procedures to affect the full range of personnel and payroll actions.
