This position is located in the Engineering Service at San Francisco VA Medical Center in San Francisco, CA. The Interior Designer is responsible for planning, implementation and operational management of a complete Interior Design program for a VA organization.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** The Interior Designer plans and coordinates the activities of other individuals, commercial vendors and to serve as liaison with same. Critical information needed to accomplish the above is provided by other individuals and requires significant manipulation prior to use. This information relates to unique and non-recurring situations requiring independent judgment and interpretation/application of VA, OSHA, TJC, NFPA and local policies. Major duties and responsibilities include but not limited to: Providing complete, from concept to installation, interior design services for the organization to include satellite facilities Providing plans, consultation, advice, specifications, and designs for virtually all spaces involved in new construction and/or renovation; reviews Architect/Engineer submittals for compliance with VA regulations and facility design criteria Developing and maintaining a schedule of short and long range interior-improvement projects for the facility through the 5-year interior design plan and other programs to identify existing and future project needs Originating orders for furnishings, window treatments, patient cubicle curtains, wall coverings, floor coverings, wall art, lighting, ceiling treatments, casework, and all other interior design-related accoutrements Utilizing an annual interior design budget in recurring funds and budgeting projects that may involve millions of dollars in non-recurring funds Prioritizing needs at the medical center within the constraints of the monies appropriated for the Interior Design program Maintaining interior/exterior signage and directional graphics to comply with "Signage Systems Standards Manual", M-00-2 Representing the facility at various design-trade functions and maintains an effective rapport with design-industry vendors and/or representatives Maintaining an interior design file system that includes drawings, specifications, budgets, project information, government contracts, requests for interior design services, and regulations pertaining to interior design Maintains a resource library of catalogs for furniture, window treatments, case goods, wall coverings, patient-cubicle curtains, floor coverings, wall art, and all other design-related items Responding to requests, complaints, etc. related to interior design and moves; advising the supervisor of suitable responses to deficiencies in design functions where applicable; and coordinating moves within the facility and off-site locations Coordinating facility paint, flooring and ceiling/lighting schedule with appropriate construction crews; specifying color and finish selections to ensure that maintenance, condition of existing areas, end user needs, and compliance with the overall design objective are met Participating of all committees that significantly impact the Interior Design program Serving as the Contracting Officer's Technical Representative (COTR) and administers contracted projects to ensure contractor compliance with drawings, specifications, regulations, and policy Performing other related duties as assigned Work Schedule: Monday to Friday; 08:00 a.m. to 04:30 p.m. Recruitment & Relocation Incentives: Not authorized Financial Disclosure Report: Not Required

Qualifications

Minimum Requirement: The following are minimum requirements for appointment as an Interior Designer in the Veterans Health Administration (VHA). One of the following minimum requirement criteria must be met to be qualified for this position. Specialized Experience: You must have one year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-09) in the normal line of progression for the occupation in the organization. Qualifying specialized experience for this position is experience that required the performance of work concerned with the design and alteration of interior spaces to meet functional and aesthetic needs such as: identifying, researching, and creatively solving problems pertaining to the function and quality of the interior environment; performing services relative to interior spaces, including programming, design analysis, space planning and aesthetics, using specialized knowledge of interior construction, building systems and components, building codes, equipment, materials, and furnishings; preparing drawings and documents relative to the design of interior spaces in order to enhance and protect the health, safety, and welfare of the public; coordinating and integrating the mechanical, electrical, and structural engineering disciplines within the interior context; and managing projects, developing cost estimates, evaluating bid proposals, reviewing construction documents, participating in on-site construction visits, conducting pre- and post-occupancy evaluations, developing standards for efficient space management, etc. (CLEAR DETAILS OF EXPERIENCE REQUIRED: Your resume must show complete information for each job entry, such as beginning and ending dates of employment, duties performed, and/or total hours worked per week.) OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D.; or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related. The degree must be in interior design or other field that included or was supplemented by at least 30 semester hours in interior design, interior architecture, or interior environmental design; or passage of the National Council for Interior Design Qualification (NCIDQ) examination. NOTE: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond master's or equivalent graduate degree; 2 full years of progressively higher-level graduate education leading to such a degree; or LL.B. or J.D., if related.
