The Office of the Director of National Intelligence (ODNI) Directorate for Mission Integration (MI) creates a consistent and holistic view of intelligence from collection to analysis and serves as the Director of National Intelligence's (DNI) principal advisor on all aspects of intelligence. MI integrates mission capabilities, informs enterprise resource and policy decisions, and ensures the delivery of timely, objective, accurate, and relevant intelligence.

Duties

The Controlled Access Programs Central Office (CAPCO) enables Mission Integration by managing internal ODNI accesses and leading IC-wide policy, oversight, and modernization for the most sensitive intelligence programs. CAPCO collaborates in a transparent manner with Executive Branch, ODNI, and IC partners to meet policy, analytic, operational, and resource needs while protecting our most unique capabilities. CAPCO is the ODNI's lead for all policy, oversight, modernization, and access issues pertaining to Controlled Access Programs (CAPs) and Special Access Programs (SAPs). CAPCO also serves as the Focal Point and Program Manager for multiple White House-directed programs, including covert action and the Exceptionally Sensitive Reporting and Analysis Program (ESRA). CAPCO provides Executive Secretariat support for the Senior Review Group (SRG) and Controlled Access Programs Oversight Committee (CAPOC) on behalf of the DDMI and PDDNI, and directly supports the DNI and PDDNI to create, validate, substantially modify, or terminate control systems. Major Duties and Responsibilities: Serve as an intelligence advisor on the IC Policy, Oversight, and Modernization (POM) Team of the ODNI Controlled Access Programs Central Office (CAPCO). Identify emerging information sharing trends and issues and develop policy, technical, or other solutions to shape these issues, such as sensitive SIGINT dissemination, user access to CAP information, and CAP structure. Provide oversight and management of the process for CAP validation, de-confliction, and recertification, closely interacting with program owners across the IC. Maintain the IC repository for CAP records and other authoritative data on IC CAPs, supporting ODNI components and IC partners with record-keeping and data integrity, including the provision of IC CAP records. Support the integration and modernization of Information Technology systems to securely process, coordinate and disseminate the most sensitive compartmented information within the ODNI and across the IC. Plan, develop, and implement programs, policies, and procedures that result in the effective sharing of information across the Government while protecting Intelligence and Law Enforcement sources and methods, operational equities, and U.S. persons' privacy. Ensure the maximum exchange of information throughout the IC and to non-traditional customers by balancing the responsibility-to-provide principle with the need-to-know standard as defined by existing policies, laws, and regulations.

Requirements

Qualifications

Experience supporting the exchange of intelligence information between collectors, analysts, and end users in order to improve national and homeland security. Interpersonal, organizational, and problem-solving skills, including a strong ability to work effectively at the highest levels within an interagency environment on complex issues requiring sensitive negotiations and consensus-building. Knowledge of the mission, charter, roles, and responsibilities of the ODNI, IC, and U.S. Government agencies, and how these organizations can effectively cooperate in implementing information sharing and safeguarding plans and programs. Demonstrated ability to communicate clearly, orally and in written reports and documents, policies, plans, and programs related to improving CAP oversight, information sharing and safeguarding across the U.S. Government. Demonstrated ability to logically analyze, synthesize, and judge information, as well as the demonstrated ability to review and incorporate multiple sources of information in performing assignments. Demonstrated ability to develop effective professional relationships with peers and colleagues in ODNI, the IC, and U.S. government, and to earn their confidence and trust. Desired Requirements: Experience in technical collection, collection system development, requirements policy development or requirements management. Prior experience working with SCI/CAP and/or SAP data and control systems.

Education

Desired Requirements:

Bachelor's degree or equivalent experience as determined by mission specialty area.
