The Office of Management and Budget (OMB) has a distinctive role at the center of Federal Government. As a part of the Executive Office of the President, OMB staff assist the President in overseeing the activities of the government's more than 4 million employees and $2.3 trillion annual budget. This position in located in the Executive Office of the President (EOP), Office of Management and Budget (OMB), Performance and Personnel Management (OPPM), Customer Experience Team (CX).

Duties

The CX team works closely with colleagues at OMB (such as those in the Office of the Federal Chief Information Officer, the United States Digital Service, and Office of Information and Regulatory Affairs), the Executive Office of the President (such as the Domestic Policy Council and Office of Science and Technology Policy), and other Federal agencies to design and coordinate cross-agency Life Experience projects across the Federal government and support delivery within High Impact Service Providers. A Customer Experience Policy Analyst provides advice and assistance on a diverse array of major policy issues to build a supporting rationale that serves as the analytic basis for major OMB and/or Presidential policy decisions. As a Policy Analyst (Customer Experience), GS-0301-11, your typical work assignments may include the following: Build understanding within Federal programs and services the people that they serve, the customer needs trying to be met, the value the public seeks from Federal services, and the moments that matter most in affecting the customer experience. Assist with driving opportunities and projects through to completion creatively within a bureaucracy, while maintaining respect for colleagues and tactfully building coalitions of support. Support the design and implementation of quantitative and qualitative customer research activities, prioritizing mechanisms to involve customers in the work of Government, including increasing public participation to inform the work of Federal agencies and engaging members of the public to co-design solutions. **This announcement may be used to fill more than one position across OMB based on need. Some positions may require a clearance. All candidates regardless of position must successfully pass an initial security check for suitability.**

Qualifications

In order to qualify at the GS-11 grade level, applicants must meet the specialized experience below: One year of specialized experience at the GS-9 grade level or equivalent pay band in the Federal service or equivalent experience in the private/public sector that demonstrates: 1. Experience with program/project management analytical and evaluative methods, techniques, and tools, both qualitative and quantitative; 2. Experience working on projects or studies of broad scope and evaluating data results to develop and recommend strategies and solutions; 3. Experience working effectively in a team environment to accept and implement organization-wide recommendations; 4. Experience with verbal and written communication skills sufficient to organize and summarize large amounts of information and document or articulate problems, issues, outcomes, and recommendations, and prepare reports, presentations, and/or briefings; AND 5. Experience implementing human-centered design practices. This specialized experience is equivalent to the GS-09 grade level in the federal service. OR Education: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Business Administration, Business Management. (Note: You must attach a copy of your transcripts.). OR Combination of Education and Experience: Specialized experience as described above, but less than one year; and at least two years of graduate education as described above, but less than the required three years. Compute the percentage of the requirements, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)(Note: You must attach a copy of your transcripts.) Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
