The primary purpose of this position is to perform a full range of customer service finance technician duties related to international military student (IMS) travel and living allowance (TLA) and covering a variety of standardized and recurring accounting documents and transactions and some non-standardized transactions covering various accounting functions.
Duties
Receives, examines, processes, and follows-up on a wide variety of IMS pay entitlement document/actions in one or more special areas (e.g., military and civilian IMS) and travel documents which require carrying out numerous different procedures and coordinating with other military departments.
Verifies, maintains, and reconciles account balances using different established procedures.
Opens and closes accounts and prepares financial documents.
Provides customer service to all IMS for whom the US government processes and or pays TLA.
Prepares reports and collects statistics for weekly/monthly submission to higher headquarters.

Qualifications
QUALIFICATIONS: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-04 grade level in the Federal service which includes accounting regulations, requirements, procedures, and operations to manage transactions and maintain, examine, and reconcile accounts and accounting records: accounting files, listings, and document control systems; relationship between accounts and the effect of debit and credit entries on the accounts; structure and content of accounting related documents.
OR
EDUCATION: successfully completed four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-04 level is required to meet the time-in-grade requirements for the GS-05 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a body of standardized regulations, requirements, procedures, and operations associated with clerical and technical duties related to accounting support functions (i.e., classifying, maintaining, reconciling, examining, and closing accounts) for TLA.
Knowledge of the data system (s) used to support pay and travel pay actions.
Skill in performing arithmetic computations to TLA and travel entitlements. Skill in operating a calculator and utilizing a keyboard to access, store and locate information on computer systems.
Knowledge of accounting files, listings, and document control systems as well as the relationship between accounts and the effect of debit and credit entries on accounts and systems.
Knowledge of an automated accounting system sufficient to input a range of standard information or adjustments, understand recurring error reports and take corrective action, and generate a variety of standard reports for TLA.
Ability to interpret/apply regulations and procedures related to IMS pay, TLA, and/or travel pay.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
